CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKACOUNTY <br />STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey Charter Commission was held on Thursday, <br />November 10, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Gary Heitman, Chairman <br />Ms. Brenda!Bauerkemper <br />Mr. John Lichter <br />Mr. Stan Data <br />Mr. Tom Greenberg <br />Mr. Tom Gamec <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Accountant Jeanne Moen <br />Charter Commission Attorney Dorn <br />Fiscal Consultant Wayne Burggraaff, Evenson/Dodge <br /> <br />Members Absent: <br /> <br />Mr. Dick Sieber <br />Mr. Roger Buchanan <br />Mr. Curt Titterud <br /> <br />CALL TO ORDER <br /> <br />Chairman Heitman called the meeting to order at 7:45 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Lloyd Schnelle - Stated that he has read Charter Commission minutes <br />dated October 27, 1983 and noted that Ms. Bauerkemper failed to explain <br />his reason for not being in attendance at that meeting. Mr. Schnelle <br />stated that he felt there was no point in attending the meeting because <br />Mr. Burggraaf was unable to attend. Mr. Schnelle also stated that if the <br />Charter Commission has questions regarding the City budget routine, it would <br />be best for the members to come into City Hall and Staff could set aside some <br />time to review the budget process with them. Mr. Schnelle further explained <br />that if Staff attended a Charter meeting to provide budget input, it would <br />appear as Staff telling the Commission what to do and that would not be <br />proper procedure. <br /> <br />Chairman Heitman stated that the purpose in requesting Staff to attend <br />a Charter meeting was that the entire Commission could receive information <br />as a whole. Chairman Heitman also stated that there will be less than decorum <br />when discussing a problem and he will not run away from that. <br /> <br />Commissioner Gamec inquired as to why Commissioner Bauerkemper did not make <br />Mr. Schnelle's reason for not attending the last meeting known; that a good <br />amount of time was spent discussing the fact that Staff was not present and <br />had the Commission known Staff's reasons, the discussion would have ended <br />right there. <br /> <br />CC/November 10, 1983 <br />Page 1 of 11 <br /> <br /> <br />
