CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey Charter Commission was held on Thursday, <br />October 20, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Gary Heitman, Chairman <br />Mr. Stan Data <br />Mr. Curt Titterud <br />Ms. Brenda Bauerkemper <br />Mr. Tom Greenberg <br />Mr. Tom Gamec <br />Mr. Dick Sieber (arrived at 8:09 p.m.) <br /> <br />Also Present: <br /> <br />Mr. Bill Doty, Mounds View Councilmember, Chairman of <br /> Mounds View Charter Commission <br />Mr. Neil Loeding, Mounds View Charter Commission Vice Chairman <br />Mr. Duane McCarty, Mounds View Mayor, Mounds View Charter <br /> Commission member <br /> <br />Members Absent: <br /> <br />Mr. Roger Buchanan <br />Mr. John Lichter <br /> <br />CALL TO ORDER <br /> <br />Chairman Heitman called the special meeting to order at 8:05 p.m. <br /> <br />APPROVAL OF MINUTES <br /> <br />Charter Commission tabled approving the minutes from October 13, 1983 until <br />their regular meeting scheduled for October 27, 1983. <br /> <br />COMMITTEE REPORTS <br /> <br />Tabled until October 27, 1983. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Discussion with representatives of City of Mounds View: <br /> <br />Discussion ensued regarding Chapter 7 and Chairman Heitman stated that the <br />Commission's intent in this chapter is to give the people the opportunity <br />for input into the City's budget, how do the people get control? <br /> <br />Mr. Doty replied that you can find unnecessary expenditures in most budgets <br />that can become significant to some degree. Staff prepares a base budget <br />and each department includes buffers to protect against unknowns. Other <br />items are line items that are specifically scrutinized. The general fund <br />budget also includes buffers. Care needs to be taken, there has to be <br />some kind of fund balance for the city to run off because a city only <br />receives it's revenues twice a year. <br /> <br />CC/October 20, 1983 <br />Page i of 8 <br /> <br /> <br />
