SPECIAL CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a special meeting on Tuesday, January 25, 1994, at
the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota.

Members Present:

Mayor James Gilbertson
Councilmember Sheila Beyer
Councilmember Glen Hardin
Councilmember Kenneth Peterson
Councilmember Glen Hardin

Also Present:

City Administrator Ryan Schroeder
Personnel Coordinator Kay Mc/Money

CALL TO ORDER

Mayor Gilbertson called the closed special meeting of the City Council to order at 6:35
p.m.

COUNCIL BUSINESS

Case #1: 1994 LELS Contract Negotiations (Closed)

Personnel Coordinator McAloney stated that she and City Administrator Schroeder met
with Officer's Way and Kuhn to discuss the 1994 and/or 1995 wages for LELS. She
suggested reviewing their proposal issue by issue, leaving #1: Wages until the end of
discussion.

#2: Medical Insurance: All employees have had coverage at the same level - the LELS
request is higher. Staff suggests it be the same as all the others.

City Administrator Schroeder suggested that I_,ELS is relatively fine with what AFSCME
gets. They will probably come in fa'st for negotiations next time.

Councilmember Beyer felt that the insurance amount has to be kept the same.

#3: Holidays: LELS is requesting going from 11 holidays to 12. Staff feels the AFSCME
settlement was for 11 holidays; therefore, the amount of holidays for LELS should be left
at 11 also.

Councilmember Beyer agreed 11 holidays should be maintained.

#4: Holidays at Premium Pay: Nine of the eleven holidays are paid at time and one-half;
LELS is asking for all 11 to be paid at same. Staff feels the request makes sense; however,
it is quite costly at $2,900. Chief Auspos has stated that he wouldn't be against this
request, but he would rather see that money applied to wages.

#5: Investigator's Clothing: LELS has requested the mount for the Investigator's clothing
allowance be increased from $100 to $125 per month. Chief Auspos doesn't see any
reason for this increase.

City Council Closed Meeting/LELS/January 25, 1994
Page 1 of 3
