NEGOTIATIONS COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Negotiations Committee conducted a closed portion of their regular meeting
on Tuesday, February 9, 1993 at the Ramsey Municipal Center, 15153 Nowthen
Boulevard N.W., Ramsey, Minnesota.

Members Present:

Councilmember Sheila Beyer
Councilmember Glen Hardin
Councilmember Kenneth Peterson

Also Present:

Mayor James Gilbertson
Councilmember Gerald Zimmerman
City Administrator Ryan Schroeder
Personnel Coordinator Kay McAloney

COMMISSION BUSINESS

Case #3: Brief Discussion on LELS position (Closed)

Personnel Coordinator McAloney disseminated a list of wage demands from Bob Kuhn,
LELS Steward. She included a costing out of such demands.

City Administrator Schroeder explained that it's basically a 10% increase because of
various language items they're requesting. It is a 4% increase in salary. Also, step
increases will occur - that's about a 1% to 1.5% cost increase. The intent of this discussion
is to inform this Committee of their requests and to schedule a meeting.

Committee Input

Mr. Schroeder stated that he met with the AFSCME Business Agent Nola Profant, and she
asked about the legal status of the Parks/Utilities Coordinator within the AFSCME unit as
he is a supervisor. She suggested she may be requesting Mr. Boos be pulled from the unit
for that reason.

Councilmember Beyer inquired who he supervises to which Mr. Schroeder replied Grant
Riemer, Jim Lacey and Bruce Bacon.

Councilmember Hardin stated his concern is if we agree he has supervisory
responsibilities, how will that affect his salary in the future.

Mr. Schroeder stated his salary doesn't have to automatically increase. No one is asking
for Mr. Boos to be reclassified and re-titled. Ms. Profant is just concerned as she is not
supposed to have supervisors in her unit; she doesn't feel it is healthy.

Councihnember Beyer inquired why Mary Gomez is a supervisor when directly above her
is a supervisor which makes two supervisors and two half-time people in the Finance
Department. She inquired why the Finance Officer wasn't the supervisor for the entire
department.

Councilmember Zimmerman commented maybe there are departments that are too small.

Closed Case/Negotiations/February 9, 1993
Page 1 of 2
