CLOSED MEETING <br />NEGOTIATING COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Negotiating Committee met on Tuesday, July 7, 1992 at the Ramsey Municipal <br />Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Personnel Coordinator Kay McAloney <br /> <br />Case #1: 1992 Wages and Benefits for AFSCME Bargaining Unit (Closed) <br /> <br />The Negotiating Committee met in an emergency closed meeting at the request of the AFSCME <br />bargaining unit in an attempt to avert a strike effective July 8, 1992. Contract discussions of the <br />previous day's mediation session, July 6, 1992, held at the Bureau of Mediation Services did not <br />produce an agreement. The Committee was informed that the AFSCME bargaining unit would be <br />meeting at 5:00 p.m. on July 7, 1992 and was asked by Matt Nelson, AFSCME Business <br />Representative to meet prior to their meeting. From 4:00 p.m. to 4:20 p.m. the Negotiating <br />Committee discussed ways in which to change the same amount of dollars from the last proposal <br />given to AFSCME at the mediation session. They further discussed their continued desire to have <br />performance be a factor in the package and that an across-the-board h~crease would not accomplish <br />their intent to bring those positions lower in salary as compared to midpoint closer to their <br />appropriate midpoint. <br /> <br />The Committee met with AFSCME Business Agents Matt Nelson and Nola Profant, and union <br />stewards Jim Gromberg and Grant Riemer at 4:20 p.m. They asked if there was any way to take <br />performance from the package until a better system was in place and further that they wanted input <br />in the new system. The Negotiating Committee stated that they would like to have performance <br />remain a part of their proposal and that if it were not part of the proposal, the offer would not be as <br />high as the previous day's offer of 5.22% increase in wages on average. Discussion continued as <br />to other ways to spread the offered dollars either across-the-board as requested by AFSCME or an <br />'on average' basis as presented by the Negotiating Committee. <br /> <br />The meeting adjourned at 5:05 p.m. so that the bargaining unit could meet and agreed to meet again <br />later that evening or another date. <br /> <br />The meeting reconvened at 7:00 p.m. The bargaining unit stated that they would tentatively accept <br />the Negotiating Committee's proposal and present it to their membership if several items were <br />amended, such as a 3.50% minimum, back pay effective January 1, 1992 for all employees, <br />grandfathering the Heavy Equipment Operator and Police Department Secretary to salary grade 2.5 <br />and no performance. After much discussion their was a tentative agreement between the <br />Negotiating Committee and the AFSCME bargaining unit which will have a minimum of 3.25%, <br />provide back pay to all employees employed as of the date of the tentative agreement, grandfather <br />the Heavy Equipment Operator and Police Department Secretary to salary grade 2.5 (only the <br />incumbent in the position, not the position itself), monthly health and life insurance contribution of <br />$250 per month per employee, performance language, steps added to the market and comp worth <br />appeals system that would allow for appeals to the Personnel Committee and the City Council, out- <br /> <br />Negotiating Committee/July 7, 1992 <br /> Page 1 of 2 <br /> <br /> <br />
