PARK AND RECREATION COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Park and Recreation Commission was held on Thursday, <br />September 19, 1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />MEMBERS PRESENT: <br /> <br />Mr. Dennis Donovan,Chairman <br />Mr. Ron Hetland <br />Ms. Marleen Looyen <br />Mr. Bill Rustad <br />Ms. Claudia Dodge <br />Ms. Janice Johnson <br />Mr. Don Lokker <br /> <br />MEMBERS ABSENT: Mr. John Lichter <br /> <br />OTHERS PRESENT: <br /> <br />Mr. Roy Shumway and Mr. Terry Hendricksen representing the <br /> Minnesota Trail Riders Association and the Ramsey Ranger's <br />Saddle Club. <br /> <br />The meeting was called to order by Chairman Donovan at 7:10 p.m. A motion <br />was made by Chairma~ Donovan to approve the August 1, 1985 minutes and <br />seconded by Commissioner Rustad. Motion carried. <br /> <br />CASE #1: <br /> <br />Discussion of Trail Development within the C~ty of Ramsey <br /> <br />Mr. Terry Hendriksen and Roy Shumway from the Planning and Zoning <br />Commission approached the Park Board as pri~ate citizens represent- <br />ing the Minnesota Trail Riders Association and the Ramsey Ranger's <br />Saddle Club, concerning a trail system in the West Oaks Development. <br />They stated they were under the impression that Mike Gate of the <br />North Fork Development Corporation was working with the Park Board <br />toward developing a public trail system. Chairman Donovan said the <br />issue had been raised before but not discussed to any great degree. <br />Hendricksen said they were now under the impression that a private <br />trail system was being considered. They felt this was not in the <br />best interests of many Ramsey residents. They also mentioned the <br />policy of dedicating 8% of new developments to parks and recreation <br />development and felt it might eliminate future problems by resolving <br />the issue now. <br /> <br />Hendricksen stated that the Trail Riders Association and the Ramsey <br />Rangers would most likely help to develope the trail system as well <br />as help to maintain it. Chairman Donovan mentioned that some jogging <br />and bike trails might also be incorporated into the plan. He also <br />inquired as to how much parking space might be required. <br /> <br />Both Hendricksen and Shumway said they could get endorsements from <br />both organizations as to the need for such a trail system in Ramsey. <br />It was agreed that the Park Board Would approach Mr. Gate regarding <br />this situation and that further study was needed. Mr. Hendricksen <br />and Mr. Shumway agreed to attend any future meetings addressing this <br />issue. <br /> <br /> <br />
