PA~K AND RECREATION COMMISSION <br /> Regular Meeting of <br /> September 22, 1983 <br /> <br />Members Present: Dennis Donovan, Don Lokker, John Lichter, Ron Hetland and <br /> Bill Rustad <br /> <br />Members Absent: Janice Johnson, Terry McLean <br /> <br />Others Present: Deputy Clerk Sheila Beyer, Ben Deemer, Sylvia Gamec, Arnie Cox <br /> <br />The meeting was called to order at 7:10 p.m. <br /> <br />Motion by Commissioner Hetland and seconded by Commissioner Lokker to approve <br />the minutes of the August 18, 1983 Park and Recreation Commission meeting, <br /> <br />Motion carried unanimously. <br /> <br />Mr. Arnie Cox verbally updated the Commission on the progress of work in <br />the Ramsey Development Park. Earthmoving is complete and gates have been <br />fabricated but remain to be installed. Tree planting and seeding will <br />also be attempted, weather permitting. The YMCA is looking at possibly <br />locating a facility in Ramsey. Turn. lane construction is still in the <br />planning stages. <br /> <br />Mr. Ben Deemer presented his proposal for changing the park dedication <br />fee. The recommendations presented in handouts w~re discussed. <br />Recommendation 1 was the draft presented to the Planning and Zoning <br />Commission. Recommendation 2 is the suggested P & Z proposal and is endorsed <br />by this Commission. The proposal shifts the park fee burden from the <br />developer to the user in theory. The 25% fee was "an estimated reasonable <br />fee". The Commissionmembers requested a comparison of park fee revenue <br />generated in a typical ½ acre lot and 1 acre lot subdivision using current <br />and proposed park fee formulas. The Commission tabled action un~il this <br />comparison is available. <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Hetland to <br />table this case. <br /> <br />Motion carried unanimously. <br /> <br />The Commission received a written status report on Central Park from City <br />Engineer Raatikka. <br /> <br />Commissioner Lokker noted that Mr. Bob Peterson of the RYAA suggested that <br />we may have to have the backstop erected professionally since RYAA members <br />do not have proper equipment to erect the backstops. Mr. Arnie Cox <br />volunteered to provide equipment for erection. <br /> <br />Mrs. Sylvia Gamec noted that Mr. Jack Bissel said that the RYAA has some <br />money available for items such as benches. <br /> <br />Motion by Commission and seconded by Commissioner Donovan to adjourn the <br />meeting at 8:35 p.m. <br /> <br />Respectfully submitted, <br /> <br />John Lichter <br />Secretary <br /> <br /> <br />
