PARK AND RECREATION COMMISSION <br />Special Meeting of July 26, 1983 <br /> <br />The special meeting was called to order at 7:00 p.m. <br /> <br />Members Present: <br /> <br />Dennis Donovan <br />Bill Rustad <br />Don Lokker <br />Ron Hetland <br /> <br />Members Absent: <br /> <br />Terry McLean <br />Janice Johnson <br />John Lichter <br /> <br />Also Present: <br /> <br />Deputy Clerk Sheila Beyer <br />Mr. Del Barber, DNR <br />Mr. Bill Dorn <br /> <br />Mr. Bill Dom appeared before the Park and Recreation Commission <br />and explained the concept of the Planned Unit Development of Rum <br />River Hills. The main isssue the Park Board had to study was <br />whether or not the park property located at White Pines Estates <br />should be leased to the developers of Rum River Hills to be used <br />as a public golf course. At the present time, the White Pines <br />Park is a passive park and there are no current plans for develop- <br />ment. Approximately one mile to the north of this park lies <br />Brookview Estates Park which is also located along the river. <br />This does allow access to the river for picnicers and canoeists. <br />The Raudio Park property is located approximately five miles to <br />the south along the river and future development would also allow <br />access to the river for public use. Access to the river is thus <br />provided by these two existing parks even though the Raudio prop- <br />erty is not yet developed. <br /> <br />Mr. Del Barber was present from the DNR to provide some help in <br />the development of the Raudio property. He was asked how a golf <br />course would fit into the DNR's guildelines for the Rum River. <br />He thought that it would follow these existing guidelines very <br />nicely. The existing shoreline and tree line would remain un- <br />disturbed and the golf course would be an ideal buffer between <br />river and land activity. The golf course would also be an ideal <br />way to protect the scenic value of the river. <br /> <br />The Park Board then returned to the central issue of how to <br />maximize the White Pines Park. After further discussion, it <br />was felt that the City's involvement in the development by <br />leasing this park to the developers would be an excellent way <br />to utilize the park. The golf course would be an excellent rec- <br />reational addition to our City. <br /> <br />Motion by Commissioner Hetland and seconded by Commissioner <br />Lokker to approve of the concept of the Rum River Hills develop- <br />ment and that the City should lease the park to the developers <br />on the condition that the golf course remain open to the public. <br />Motion passed unanimously. <br /> <br />P & R/July 26, 1983 <br />Page 1 of 3 <br /> <br /> <br />
