PARK AND RECREATION COMMISSION <br />Regular Meeting of July 21, 1983 <br /> <br />The meeting was called to order at 7:11 p.m. <br /> <br />Members Present: Dennis Donovan, Donald Lokker, John Lichter, William Rustad <br /> Janice Johnson and Ronald Hetland <br /> <br />Motion by Commissioner Hetland and seconded by Commissioner Johnson to approve <br />of the minutes of June 16, 1983. Motion approved unanimously. <br /> <br />A special meeting of the Park and Recreation Commission was tentatively <br />scheduled for Tuesday, July 26, 1983 to consider Mr. Dorn's request, as he <br />could not attend tonight's meeting. <br /> <br />Mr. Ben Deemer discussed the Dorn proposal briefly with the Park and Rec <br />Commission and provided information on the action of the Planning and Zoning <br />Commission. <br /> <br />Mr. Deemer and Mr. Bob Isakson discussed the park dedication fee with the <br />Commission. Mr. Deemer suggested that a "per bedroom" type of fee, say <br />$150 at the time of development, would also increase revenues and take into <br />account multiple family housing. Commercial property would be assessed at <br />a $300 minimum plus 5C/square ft. over 2,000 square feet of the building <br />floor space. This eliminates small subdivisions not paying park fees. It <br />was suggested that it be collected through the building permit. Mr. Deemer <br />has not checked with other communities to see if they use this type of fee. <br />The main reason is to reduce upfront money necessary but to increase revenue. <br />Mr. Arnie Cox noted that counting bedrooms, dens, etc. could become a lot of <br />hair splitting. Chairman Donovan noted that he would contact Building Official <br />Berg and other cities to see if a new formula could be worked out. Volunteers <br />to work with Mr. Deemer and Mr. Isakson on this matter were requested. Com- <br />mission members Hetland and Rustad volunteered. <br /> <br />Mr. Cox was present to discuss the park proposal on the Rum River site. A <br />letter was received from Mr. Del Barber of the DNR. Funding is available <br />from the DNR for a boat access and canoe campground. Mr. Cox suggested <br />having the DNR work with MnDoT on State Highway #47 turn lanes. Commissioner <br />Rustad is going to contact Mr. Barber at the DNR and request him to be at <br />the July 26th meeting. <br /> <br />The issue of renaming Central Park was brought up by the Chairman. MOtion <br />by Commissioner Hetland and seconded by Commissioner Lokker to name the park <br />Ramsey Central Park. Mrs. Sylvia Gamec reported that the trees which were <br />to be moved are too large and must be removed. Area residents have volunteered <br />to remove them for the use of firewood. Volunteer labor must be lined up for <br />agrilime placement, fencing and erecting the sign. The Jaycees will be in- <br />stalling the Peltzer Park creative play equipment. <br /> <br />Mr. Ray Rennet appeared to ask how he could further improve the park. He has <br />put in tetherball stanchions and playground equipment. Mr. Renner requested <br />permission to install additional equipment and wants to install a hand pump <br />well. Mr. Renner will appear before the Commission and Council prior to any <br />well construction for approval. <br /> <br />Page 1 of 2 <br />P&R <br /> <br /> <br />
