PARK AND RECREATION COMMISSION Regular Meeting of July 21, 1983 The meeting was called to order at 7:11 p.m. Members Present: Dennis Donovan, Donald Lokker, John Lichter, William Rustad Janice Johnson and Ronald Hetland Motion by Commissioner Hetland and seconded by Commissioner Johnson to approve of the minutes of June 16, 1983. Motion approved unanimously. A special meeting of the Park and Recreation Commission was tentatively scheduled for Tuesday, July 26, 1983 to consider Mr. Dorn's request, as he could not attend tonight's meeting. Mr. Ben Deemer discussed the Dorn proposal briefly with the Park and Rec Commission and provided information on the action of the Planning and Zoning Commission. Mr. Deemer and Mr. Bob Isakson discussed the park dedication fee with the Commission. Mr. Deemer suggested that a "per bedroom" type of fee, say $150 at the time of development, would also increase revenues and take into account multiple family housing. Commercial property would be assessed at a $300 minimum plus 5C/square ft. over 2,000 square feet of the building floor space. This eliminates small subdivisions not paying park fees. It was suggested that it be collected through the building permit. Mr. Deemer has not checked with other communities to see if they use this type of fee. The main reason is to reduce upfront money necessary but to increase revenue. Mr. Arnie Cox noted that counting bedrooms, dens, etc. could become a lot of hair splitting. Chairman Donovan noted that he would contact Building Official Berg and other cities to see if a new formula could be worked out. Volunteers to work with Mr. Deemer and Mr. Isakson on this matter were requested. Com- mission members Hetland and Rustad volunteered. Mr. Cox was present to discuss the park proposal on the Rum River site. A letter was received from Mr. Del Barber of the DNR. Funding is available from the DNR for a boat access and canoe campground. Mr. Cox suggested having the DNR work with MnDoT on State Highway #47 turn lanes. Commissioner Rustad is going to contact Mr. Barber at the DNR and request him to be at the July 26th meeting. The issue of renaming Central Park was brought up by the Chairman. MOtion by Commissioner Hetland and seconded by Commissioner Lokker to name the park Ramsey Central Park. Mrs. Sylvia Gamec reported that the trees which were to be moved are too large and must be removed. Area residents have volunteered to remove them for the use of firewood. Volunteer labor must be lined up for agrilime placement, fencing and erecting the sign. The Jaycees will be in- stalling the Peltzer Park creative play equipment. Mr. Ray Rennet appeared to ask how he could further improve the park. He has put in tetherball stanchions and playground equipment. Mr. Renner requested permission to install additional equipment and wants to install a hand pump well. Mr. Renner will appear before the Commission and Council prior to any well construction for approval. Page 1 of 2 P&R
