PARK AND RECREATION COI~ISSION <br /> <br />REGULAR MEETING OF MAY 19, 1983 <br /> <br />The meeting was called to order at 7:04 p.m. <br /> <br />~embers present: Dennis Donovan, John Lichter, Don Lokker, Bill Rustad, Ron <br /> Hetland, Janice Johnson, Terry McLean <br /> <br />Others present: <br /> <br />City Engineer Pete Raatikka, Deputy Clerk Beyer, Roy Shumway, <br />Tom Austin, Councilmember Jean Schlueter, Arnie Cox, Sylvia <br />Gamee, Tom Gamec~ Mayor and Community School Goordinator Marc Hadley <br /> <br />A motion by Hetland and seconded by McLean was passed unanimously to approve <br />the minutes of the April 21, 1983 meeting. <br /> <br />City Engineer Pete Raatikka ran through the conceptual design for Central Park. <br />These design changes were discussed at the April 21 meeting. Parking shown on <br />the plan would have 245 spaces. Costs estimated: <br /> <br /> Grading $15K, 3" of topsoil $14K <br /> Well pump - $25K need 250 gpm <br /> Ag-lime back to backstops, delivered $10K installed $2500 (suggests rec <br /> rock has sand in it and will drain better) (85% ag lime, 15% mason sand). <br /> Class 5 mix $12K, seeding mulch & fertilizer $7K. <br /> <br /> without irrigation TOTAL COST $61,000 <br /> <br /> Could save $6K on parking lot by going to ½ size. Backstops to be put up <br /> with volunteer labor. Suggested creative play area to be installed also. <br /> The irrigation system would rum $5 per field. Discussion about bidding <br /> irrigation as an add -deduct item <br /> <br />Discussion on the proposed park land at Co Rd 116 and Hwy 47. The commission has <br />not received any input on this since our comments were transmitted to Mr. Cox <br />some time ago. Any action on this park proposal was tabled on a motion by McLean <br />and seconded by Rustad and approved omanimously. The commission stated they prefer <br />to see city resources directed to the development of Central Park. <br /> <br />The commission discussed the bill submitted by the Ramsey Rangers. Roy Shumway was <br />present to answer questions on the bill. The bill was for emergency repair on a <br />gate at Traprock. A motion was made by Hetland and seconded by Johnson ~d approved <br />unanimously to recommend approval of the bill. Roy said they will be installing a <br />well and the park could be used for hockey in the winter. They are also installing <br />lighting. These improvements will be made at no cost to the city. <br /> <br />Tom Austin was in attendance to discuss Forest Hidss~ay Park. Motorcycle traffic <br />from Whispering Pines is cutting through his property onto Forest Hideaway Park. <br />He inquired about putting up a fence or acquiring a small portion of the park. <br />Motion by Lichter and seconded by Lokker to recommend to the council to authorize <br />the installation of post and cable fencing along the southern perimeter of Forest <br />Hideaway park. <br /> <br />Mr. Cox was present to discuss the park at the intersection of MN Hwy #47 and Co Rd <br />116. He stated he wanted to begin tree planting and wanted to discuss park layout. <br />This park will not be financed with any municipal funds. Maintenance would be ex- <br />pected to be performed by volnnteers or the city. A sketch plan is not available <br />now for the proposed park. Bill Rustad checked with the DNR about fund for a canoe <br />and boat access. They do have money available for the city to construct an access. <br />The coramission decided to meet at the proposed si~ on Monday, May 23 at 6:00 PM to <br /> <br /> <br />
