PARK AND RECREATION COMMISSION
Regular Meeting of
March 24, 1983

Members Present:

Others Present:

Don Lokker, Ron Hetland, Janice Johnson, Dennis Donovan,
Bill Rustad and John Lichter

Lloyd G. Schnelle and Merle Mevissen

On April 9, 1983, Federal Cartridge will be deeding over property for Central
Park. The meeting is at 10:00 A.M.

A motion by Lichter and seconded by Lokker and approved unamiously to request
that the City Council set aside Revenue Sharing money for park development was
made.

Mr. Schnelle went over the capital improvement and maintenance budgets for
park improvements. The five year capital improvement program was also dis-
cussed. It was decided to contact RYAA to get their input for a detailed
five year capital improvement plan. An approximate figure of $70,000 per year
over the next ten years for park improvements was suggested as a planning
figure.

The Chairman requested Mr. Schnelle to ask Mr. Pete Raatikka to get started
on topography work for Central Park. The general concensus was that an addi-
tional hockey rink at Central Park was premature at this time. Lighting
newly developed fields is needed first.

A brief discussion was held regarding the status of the Raudio property. This
land has been donated to the City for park purposes. Mr. Bill Rustad is going
to check with the police and DNR about funding for a canoe access on the Raudio
property.

Chairman Donovan asked Mr. Schnelle if we had any funds to assist the school
with their proposed creative play area. Mr. Schnelle indicated there was some
surplus available in the Park Fund. Mr. Mevissen stated he could get CETA
people to install equipment this summer.

A motion was made by Hetland and seconded by Johnson to obtain quotes for a
small creative play area in Peltzer Park (R2,000 price range). It was approved
unanimously.

The minutes of February 17, 1983 were approved on a motion by Hetland and
seconded by Rustad.

The meeting was adjourned at 9:07 P.M.

Respectfully submitted,

John Lichter
Secretary
