PARK AND RECREATION COMMISSION <br />Regular Meeting of <br /> December 9, 1982 <br /> <br />Members Present: Dennis Donovan, John Lichter, Terry McLean, Janice Johnson, <br /> Don Lokker, Ron Hetland, Bill Rustad <br /> <br />The meeting was called to order at 7:07 p.m. The minutes of the October 27, 1982 <br />meeting were approved unanimously on a motion by Commissioner McLean and a second <br />by Commissioner Johnson. <br /> <br />Chairman Donovan read a memorandum from City Administrator Lloyd Schnelle regarding <br />City Attorney Bill Goodrich's investigation of the status of the Federal Cartridge <br />property. No further action toward acquisition has taken place. <br /> <br />The Commission reviewed the proposed park development submitted to the Commission <br />by Councilman Cox. The Commission suggested the following: <br /> <br />1) Keep parking close to the road (Highway #47) to conserve usable land for <br /> recreation in the interior. <br /> <br />2) Keep access road as close to the oxbow as possible. Topography and wetlands <br /> may be a problem. Use post and cable fencing to control parking. <br /> <br />3) Place ballfields so soccer could also be played. <br /> <br />4) Lighting and creative play areas would be a priority to maximize use. <br /> <br />5) Picnic area is a low priority; boat and canoe access and parking for~same. <br /> <br />Comments on Plan #1: Parking area is very large; picnic areas probably not needed; <br />parking area takes up land which may be developable. <br /> <br />Comments on Plan #2: Lower left ballfield batter will be looking into the sun; <br />picnic areas probably not needed; two parking areas will increase maintenance costs <br />slightly. <br /> <br />Commissioners Lichter, Hetland and Lokker"s terms expire soon. Motion by Commissioner <br />McLean and seconded by Commissioner Rustad to recommend reappointment for those <br />Commissioners.
