PARK AND RECREATION COMMISSION
Regular Meeting of
September 22, 1982

Members Present:

Dennis Donovan
Janice Johnson
Bill Rustad
Ron Hetland

Also Present:

Jean Schlueter

The meeting was called to order at 7:05 p.m.

Motion by Commissioner Johnson and seconded by Commissioner Rustad to approve
of the August Park and Recreation Commission meeting minutes.

Chairman Donovan discussed the acquisition of the Federal Cartridge Property.
He stated that at the time of this meeting it wasn't known if the acquisition
was finalized. He stated he would be in contact in the next few days with
City Attorney Bill Goodrich as to its progress.

Chairman Donovan also stated that Federal Cartridge also owns property alongside
and east of the proposed park property and that a cable and post fence should be
installed dividing the property.

Chairman Donovan reported that there was $2,000.00 appropriated in the Park
Budget for a creative play area for Peltzer Park.

Chairman Donovan said he would contact RYAA to come to the October meeting for
discussion on a step-by-step development, based on priority needs, for development
of the Central Park (Federal Cartridge Property).

Discussion was held regarding the proposed Central Park (Federal Cartridge Property).
The Commission agrees that something should be done to communicate with the people
that reside west of the property site because of their indifference to the pro-
posed park. This area is in Precinct 3 and this precinct played a major role in
the defeat of the Central Park Bond Issue. This area also resides in the Elk River
School District which also raises questions about the use of this park by these
residents.

Chairman Donovan said he would invite the Elk River Park Commission to one of our
meetings to discuss this problem.

The meeting adjourned at 8:00 p.m.

Respectfully submitted,

Ron Hetland
Acting Secretary
