PARK AND RECREATION COMMISSION <br />Regular Meeting of April 23, 1981 <br /> <br />This meeting was also the public meeting held on the Park Bond issue. <br />The meeting was called to order at 7:30 P.M. <br /> <br />Members Present: Dennis Donovan, Janice Johnson, Don Lokker, Terry <br />McLean. <br /> <br />Dennis Donovan made a short presentation about the history of the bond <br />issue project and summarized the brochure. Mr. Goblisch with Springstad <br />Consultants went through the financial impact of the bond issue if it <br />is passed. An increase of 3.47 mils is projected based on the current <br />total valuation. He explained the impact to commercial and residential <br />· taxpayers and differences between the two school districts. <br /> <br />The following topics were discussed as the floor was opened up for public <br />comment: <br /> <br />1) The amount of Springstad's fee if the project would <br />be passed. <br />2) The cost for:maintaining the Central Park. <br />3) Opposition to developing Traprock Park for a special <br />interest group. <br />4) A question about the use of Revenue Bonds instad of <br />G.0. bonds. <br />5) Unequal distribution of tax burden. <br />6) Central Park would lie on an approach runway of the <br />proposed airpor. <br />7) There are not enough areas available now for athletics. <br />8) The City should try to pass a smaller bond issue. <br />9) Anoka facilities are or will not be available to Ramsey <br />residents on an unlimited basis. <br />10) The City doesntt maintain its existing parks, why <br />will it start to now. <br /> 11) The public meeting was held too late. <br />12) Councilmember Cox objected to the issue and sug- <br />gested using unused snow plowing funds accumulated this <br />year. <br /> 13) The Ramsey Business Association represented by <br />Gilbert Menkveld presented a letter of opposition to the <br />project. <br /> <br />Respectfully submitted, <br /> <br />John Lichter, <br />Secretary <br /> <br /> <br />
