PARK AND RECREATION COMMISSION
REGULAR ~[EETING OF
Jmae 19, 1980

Members Present: Dennis Donovan, Don Lokker, Terry McLean, John Lichter

Chairman Donovan called the meeting to order about 7:05 P.M. He in-
structed the Commission secretary to send the Metropolitan Council a
letter regarding the new Recreation Open Space Development Guide - Policy
Plan. It was to be noted that we were reviewing the plan to see that
past inequities are resolved and to state that funding may be needed
to develop Rum and Mississippi River Park facilities.

The May 15 meeting notes were approved unanimously after a motion by
McLean, seconded by Lokker. Nancy Wolf appeared to represent citizens
of Chameleon Street. She presented a petition (copy attached) to the
Commission expressing concern over the lack of park facilities in their
neighborhood. Shawn Acres Park is located in the neighborhood but it
is only marginally developed. At present the park contains a sand box,
three swings and a slide. Parents have also constructed a backstop. The
residents would like to have a speed limit sign placed near the existing
park and equipment for a creative play area. They also requested a trash
can, sand for the sandbox and more frequent grass cuttings. Chairman
Donovan said that he would discuss this with Merle Mevissen.

Mr. David Fell from Woodlawn Estates appeared and presented a petition
(attached) regarding drainage on Lots 12 and 13 in that development.
This will be referred to the Administrator as the subject property is pri-
vately owned.

Ron Alwin from Consulting Engineers Diversified appeared and presented
'the revised sketch plan for the Federal Cartridge property. Phase I
of the project is expected to cost approximately $800,000 (see attached
cost estimate). Phase II expansion would include a baseball/football
field, another ice hockey rink, two more little league and softball
fields and additional shelter and volleyball court.

Commission members present did suggest placing the horseshoe pits and
volleyball courts in the picnic area. Mr. Alwin will now prepare the
feasibility report for consideration of the Commission and Council.

The meeting was adjourned at 8:40 P.M.

Respectfully submitted,

John Lichter,
Secretary
