PARK AND RECREATION CO~ISSION <br />REGULAR MEETING OCTOBER 18, 1979 <br /> <br />Members Present: <br /> <br />Dick Swanson, Terry McLean, Sam Walz, Dennis <br />Donovan, Janice Johnson, Greg Drake, John <br />Lichter <br /> <br />Others Present: Haakon Jarnes (Alpaca Estates), Tom Gamec (Mayor) <br /> <br />The meeting was called to order about 7:15 P.M. <br /> <br />The minutes of the September 20 and October 4 meetings were approved <br />after a motion by Johnson and seconded by Lichter, approved unani- <br />mously. <br /> <br />Mr. Jarnes discussed the sketch plan for Alpaca Estates. The <br />Co~nission indicated a desire to obtain park land in the southwest <br />corner of the proposed development with river frontage. An outtot <br />with river access 655' x 105' is proposed. The Commission sug- <br />gested inclusions of lots 8 and 9 and portions of lots 1, 2 and 3 <br />up to %he quarter section line extended east to the east line of <br />lot 8 extended north. This would require a variance on lot size <br />for lots 1, 2 and 3. Cash in lieu of park land was recommended <br />for remaining land. This park will be the only active park south <br />of Highway #10 and is proposed in the critical area river study. <br />These reco~mmendations were accepted unanimously by the Commission <br />on a motion by Lichter and seconded by McLean. <br /> <br />The DNR site engineer was forwarded a copy of the White Pines River <br />Park site layout. Janice Johnson will follow up with them. <br /> <br />Tom G~nec presented the Budget Committee's recommendation for the <br />Park and Recreation Department. Ail items with the exception of <br />snow removal equipment were deleted. It is the Budget Committee's <br />opinion that a bond issue should be used for park improvements. <br />Tom recoramended that all improvements for the next three years be <br />included in the bond issue. Considerable discussion was held on <br />this subject. <br /> <br />Work on Titterud Park is progressing. The grading is done and the <br />tennis courts were staked. The grading at Traprock Park has been <br />accomplished by Merle Mevisseno <br /> <br />Sam Walz noted that the Ramsey Trail proposal has been ranked <br />second by the Metro Council. <br /> <br />A motion was made by Walz seconded by Swanson to reappoint Lichter <br />and McLean to Park and Recreation Commission terms. Approved. <br /> <br />The meeting was adjourned about 9:45 P.M. <br /> <br /> <br />
