PARK AND RECREATION COmmISSION
SPECIAL MEETING SEPTEMBER 5, 1979

Members Present:

Others Present:

Janice Johnson, Deranis Donovan, Terry McLean, John Lichter
Sam Walz, Dick Swanson

Tom Gamec, Mayor; Pete Raatikka, City Engineer; ~erle
Mevissen, Public Works Superintendent

The meeting was called to order at 5:30 P.M. A bid tabulation summary was
presented by Mr. Raatikka for bids received on August 24, 1979 for the
Titterud Park project. Improvements included in the bid were site work and
grading, bituminous parking lots, ball diamond and tennis court work. The
low bid was $54,353.50 submitted by N.D.H., Inc. and ~.~dwest Fence.

After 'the presentation of bid tab information considerable discussion
followed ~nong the commission members and others present. It was agreed
that with the funding available the entire project could not be constructed.
Several alternatives of partial construction were compared. By dropping the
parking lot bituminous surface and making use of City personnel to con-
struct the service board, driveway culverts and accomplish seeding and
mulching of the site the project cost would approximate $48,000. The fund-
ing was proposed as follows: $35,000 from Revenue Sharing, $8,000 from the
Park development fund and $5,000 from an existing City improvement fund.

It was moved by Lichter and seconded by Walz to request Council authorization
to approve construction contracts and funding of same as noted in the previous
paragraph. Passed unanimously.

Two items of old business were also discussed. Sam Walz noted that we were
second on the LAWCON funding list. It was highly likely that the trail
project would be funded. The City should plan on budgeting $32,175.00 for
their share of the project. The White Pines canoe campsite project with
DNR was discussed. It was agreed that additional details on the scope of
the project should be developed and presented to Council for their consider-
ation.

Meeting adjourned at 7:25 P.M.

Respectfully submitted,

John Lichter
