Park & Recreation Commission' <br /> July 19, 1979 <br /> <br />Members Present: John Lichter, Sam Walz, Janice Johnson, Dick Swanson <br /> <br />Others Present: <br /> <br />Pete Raatikka, City Engineer <br />Tom Gamec, Mayor <br />John Kirchner, A1 Kempf, Dewayne Emerson, George Foursch, <br />Jon Kjelstad, Dan Daniels, Don Lokke, Bob Peterson, and <br />Terry McQeun (all with AYAA). <br /> <br />The meeting was called to order about 7:10 P.M. No changes were made to <br />the minutes of June 19 and they were approved as submitted. It was noted <br />that the minutes of the May 29th meeting were not typed. <br /> <br />Pete Raatikka presented a grading plan of Titterud Park. It was discussed <br />and a motion was made by Johnson, seconded by Lichter and passed requesting <br />the Council to authorize the Engineer to prepare design plans and specifi- <br />cations and take bids for the initial phases of Titterud Park. The Council <br />has this item on the agenda for the meeting of July 23. Jack Kirchner of <br />the Lions Club was present. The Lions indicated that they may be interested <br />in assisting in the completion of the Titterud Park Project. Mr Kirchner <br />was given a copy of the grading plan; he will discuss it with the other club <br />members. <br /> <br />On July 17th, Sam Walz met with personnel reviewing the LAWCON project applic- <br />ations. They viewed the Ramsey Nature Park proposal and were favorably im- <br />pressed. They had 40 applications from the Metro Area and over 200 from <br />outstate. In September they' will notify communities whose applications were <br />selected. <br /> <br />A discussion was held about the future site for a branch of the County Library, <br />which will serve St. Francis, Burns, Oak Grove, Ramsey and Andover. Consider- <br />ation was given to a site in Riverwood Hills No. 1. It was d~¢id~djto~dro~p~ <br />the proposal due to traffic and zoning problems in a residential area. <br /> <br />Mayor Gamec discussed the possibility of forming a committee to develop a <br />park improvement proposal including financing arrangements. The idea was <br />well received by the Commission. The Mayor said he would take it upwith <br />the Council. <br /> <br />A1 Kempf, speaking for himself and others present, discussed problems at the <br />Ramsey School ballfields the past season. They feel that maintenance has <br />been inadequate and toilet facilities' should have been provided earlier in <br />the season. A1 feels that permanent home plates, a liming cart, field n~n- <br />bers on backstop screens and lock boxes to store bases and other equipment <br />should be provided. He suggested keeping the~.lockbox at City Hall to cleter <br />vandals. A1 also reqUested space in City Hall to store softball equipment <br />over winter. Mayor Gamec said that he would explore that possibility. <br /> <br />Perdiem payments for Park Commission members were discussed. A motion was <br />made by Swanson, seconded by Johnson to request Council consideration of <br />perdiem payments for regular meetings to commission members.
