PARK AND RECREATION COMMISSION <br />Special Meeting September 27, 1978 <br /> <br />Present: Dennis Donovan, Doris Irvine, Bob Walz, John Lichter <br /> <br />Dennis Donovan called meeting to order at 7:10 p.m. <br /> <br />Police were called to obtain entrance to building. <br /> <br />Jack Menkveld appeared requesting he give money in lieu of land for his <br />proposed development. Park Commission discussed the undesirable park areas <br />in this vicinity and would like to see some usable good park land provided <br />in this development. <br /> <br />Some commission members are in favor of acquiring more land and using any <br />monies obtained for acquisition of more land. Some members suggested <br />obtaining good land and some money for developing park lands. <br /> <br />The question of how to take title was discussed. Dedication for park <br />purposes seemed restrictive for future councils and park commissions. <br />If clear title is passed, a small park could be sold by city in future <br />if needed or necessary. More rearch in the ordinance would be required <br />to determime if the city can legally request clear title. <br /> <br />More discussion will be held on these items. <br /> <br />Mr Menkveld was advised to go ahead with his plan to present to P & Z <br />including 8 acres of open land and the balance in money. <br /> <br />The commission discussed its appreciation of P & Z providing the oppor- <br />tunity for us to have input at the sketch plan stage. <br /> <br />The minutes of August 17, 1978 were read aloud as some members had not <br />received copies. Bob Walz made motion to approve minutes, Seconded by <br />John Lichter. Approved. Doris Irvine apologized for the incorrect <br />spelling of commission member Wolter's name. <br /> <br />Bob Walz made motion the council appoint either Pat Martin or Mike Haller <br />to fill the current vacancy on the P & R Commission and advise the one not <br />chosen that he or she will be appointed to the next vacancy. Seconded by <br />Doris Irvine. Passed. <br /> <br />Doris Irvine had to leave the meeting for a 9:00 appointment. John Lichter <br />continued. <br /> <br />LAWCON GRANTS <br /> <br />Both P & R submittals to LAWCON were denied. Metropolitan Council in their <br />infinite wisdom h,as decided that raral areas in the seven county area are <br />ineligible for LAWCON monies because we are:not included in a free standing <br />growth center in the rural area. The commission feels that this is blatant <br />discrimination. Met Council can either consider our applications without <br /> <br /> <br />
