City of Ramsey Parks' & Recreation Commission
August 18, 1977

Present: Darrell Jensen, Kathy Schneider, A1 Cooper.

Meeting was called to order at 7:35. Motion by Kathy Schneider,
seconded by A1 Cooper to approve the minutes of July 21, 1977.

Darrell Jensen introduced Mr. Duane Erlien & Mrs. Doris Irvine
as citizens interested in serving on the Parks & Recreation
Commission. He invited them to sit in on the meeting and if
there were any questions, they could be brought up towards the
end of the meeting.

Mr. Dean Hamre - Lions, Mr. Mark Hadley-Community School, Mr. Bob
Cushman, Mr. & Mrs. Winchester and Mr. Volkman-Coaches were present
to discuss the ball facilities at Ramsey Elementary.
Mr. Hamre stated that the plan he had brought along was four years
old and would definitely need'reassessing as the needs of Ramsey
have changed. 'However, he mentioned that the idea behind the
original plan was to provide the Citizens of Ramsey with a family
type facility.

Mr. Mark Hadley stated that~Community School need was for student
recreation and there was not a great concern for a specific size
area but instead a need for an area free of sandburs.

Mr. Cushman explained that they must share the present field with
A.Y.A.A. and any regulation size facilities would be used by
the entire school district. He stated that the need exsists for
regulation size facilities, but that they should be~availabte;
ewclusively to the residents.

As the present facilities do not meet the needs of any of the
above groups for various reasons such as condition, position, and
size, Mr. Bob Cushman volunteered to work with Mr. Hadley to draw
a plan to include one regulation size field with a possibility of
an additional field at some future time.

The discussion pointed out the need for facilities. The children
of Ramsey are being forced to go into the City of Anoka for
organized play. When a sketch is finished and some cost estimates
are provided, the Commission will make a reco~,mendation to the
Council for action on this issue. However, this recommendat~.on
will only improve ~resent conditions and will not be adding any
new facilities. With the pressure for additional fields on off
school property, the Titterud property becomes attractive. Mrs.
Winchester also took this time to point out the need for' better
snow removal equipment for the Hockey Rink for the upcoming year.

Darrell Jensen stated that he could not attend a budget meeting
scheduled for August 19. Kathy Schneider would attend in his absence.
The Commission was in agreement that the new budget would have
to include funds for consulting services.
