City of Ramsey Parks & Recreation Commission <br />Minutes of Meeting <br /> Nare.~ lo, '1977 <br /> <br />The meeting was called to order at 7:35 p.m. by Chairperperson, Kathy Schneider. <br />Present were John Zobava, Kathy Schneider, A1 Cooper and Michele Olson. <br /> <br />Kathy Schneider made a motion to approve the agenda. Michele Olson seconded. <br />Approved 4-0. <br /> <br />The minutes of February 16, 1977 were read. Kathy Sck~eider made a motion <br />to approve the minutes as read. A1 Cooper seconded. Approved 4-0. <br /> <br />Kathy Schneider read the letter of application from Paul Bogner. A1 Cooper <br />made a motion that the commission recommend to the council to accept Paul <br />Bogners' application to the Park & Recreation Commission. $~onde~ ~r' 'John <br />Zobava. Approved 4-0. <br /> <br />A1 Cooper was not able to attend the Metro Councils meeting on March 3, because <br />he was snowed in. It was rescheduled for Thursday, March 17, 1977. He did <br />attend that meeting. He again stressed a need for the Comprehensive Park and <br />Recreation Plan to get assistance from the Metro Council in receiving ~ny <br />type of funding. A1 pointed out that Trott Brook is not shown on the Metro <br />Councils' Regional Trail map. In the Metro Councils Regional Trail Policy <br />Plan, it states that local trails should, where feasible, connect to Regional <br />and State Trails. They suggested that the trail start and end at a recreational <br />area. A1 mentioned checking the possibility of Autumn Heights as a starting <br />recreational area. <br /> <br />Kathy Schneider stated that the commission should work on a five year Capital <br />Improvement Plan. A1 Cooper said that he feels the Capital Improvement Plan <br />should be in the hands of the administrator or consultant, working closely <br />with the Park and Recreation Commission. The commission decided we could not <br />make up an adaptable Capital Improvaunet Plan without the Comprehensive Plan <br />being approved. <br /> <br />A1 Cooper then explained the official city map, as explsined by city attorney, <br />Mr. Goodrich, at the ~ast council meeting. <br /> <br />Due to the acceptance of the resignation of Bob Cushman, vice-chairman, from <br />the commission, nominations for a new vice-chairman were in order. Michele <br />Olson nominated John Zobava. Al Cooper seconded. Approved 4-0. <br /> <br />Kathy Schneider brought the commission up to date on the Cemprhensive Pla~. <br />She reported that Phil Nereson said that Tim Paquette would rev~rite the <br />land dedication. <br /> <br />Phil Nereson told Kathy Schneider that a copy of the Park and Recreation <br />Ordinance was not available at this time. Changes had been made, and we <br />would be able to discuss them when we were able to get a copy. <br /> <br />The hockey rink at Ramsey School has been closed. The city decides when. <br /> <br />The city has Just decided on a new bookkeeping system, and a budget report <br />should be available by the end of the month. <br /> <br /> <br />
