COMBINED MEETING CITY OF RAMSEY COUNCIL & PLANNING & ZONING COMMISSION MEETING April 21, 1975 The meeting was called to order by the Mayor, Mr. Cox at 8:05 p.m. Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. Oli- phant. Also present were Attorney Goodrich, Mr. Steffen, Mr. Fricke and Michael Rutten of Department of Natural Resources. Discussion on Zoning Ordinance by Mr. Fricke. He suggested that areas to be rezoned should be determined before a public hearing is held. An abstract examination costs about $65.00. It was suggested that the down payment of $400 be changed to $500 and kept current through the preliminary and final plat; $100 fee on sketch plan; $5.00 per lot; $50 for preliminary plat; discussion on a permit for driveways. It was suggested that the engineer make a map indicating the various types of streets and roads for the use of the Planning & Zoning Commission; indicating which are thoroUgh- fares, collectors, minor, service, etc. Suggested 7% for parks and up to 5% for drainage; one year warranty on blacktop. Discussion on meeting at the Anoka City Hall with Champlin, Anoka, Andover and Brooklyn Park concerning the CAB report. A letter has been drafted in response to the CAB report to Mr. Strauss of the Metropolitan Waste Control Commission. Two major points, one is valid population figures. We are requesting a population projec- tion of 58,500 persons in Ramsey. Also recommend that Champlin interceptor be constructed right away without Andover and North- east Anoka. We have a meeting tomorrow night with the above com- munities. Mr. Reimann moved we authorize the Mayor to sign this letter to M~.' Joseph Strau'ss as a statement of the City of Ramsey Council position on the CAB facilities Planning Report. Seconded by Mr. Mickelson. Motion carried unanimously. On April 30th there will be a hearing on the MC report at the MC office. Mr. Fricke read the proposed letter to the MC to be pre- sented at the.~ hearing at the Anoka City Hall on May 13, 1975. Mr. Reimann moved we vote to have this letter presented to the ~C"at this publi~ hearing on May 13, 1975. Seconded by Mr. Gor- ham. Mr. Cox, Mr. Gorham, Mr. Reimann and Mr. Mickelson voted yes and Mrs. Oliphant voted no. Motion carried. Mr. Rachel wants to move a house into Ramsey. until the Council looksinto this matter. We will delay this Danner building in Klemish Addition was discussed. Signs must be put up in this addition and the roads have Class V put on in cer- tain areas.
