PUBLIC HEARING
REZONING SOUTH OF HIGHWAY NO. 10 BY THE RAMSEY CITY COUNCIL
February ll, 1975

The hearing was called to order at 7:00 p.m. by the Mayor, Mr.
Cox. Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs.
Oliphant. Also present were Mr. Steffens and Mr. Goodrich.

The Cox asked Mr. Goodrich to explain the area which was under
consideration for rezoning to the people present. He said it is
proposed that the area south of Highway No. l0 by Anoka Interna-
tional 275 feet to Highway No. 57'.in the B-2 zone, then B-2 for
400 feet south of the area to Highway #56 with the area south of
this line b zoned residential.

Duke Grosslein of Grosslein Beverage: Why are we going to rezone
B-2 zone to residential south of the 275 feet? He said his business
was more than 275 feet south of Highway No. l0 and was commercial.
He said he also had another lot and h~planned on using this for
commercial. Answer: It would be a non-conforming use.

Gust Horbal property is in B-2. He is on the north side of the
highway and is not being rezoned.

James Martin: His land is west of Traprock.

Mr. Ed. Babcock represented Schwartzman and Sons, Mr. Holasek and
Mrs. Hamilton, and Mr. A. R. Bullick. His clients do not have
definite plans for their land. Mr. Schwartzman has about 94 acres
of useable land. It is very likely this will all be developed as
a unit. This area will have to have a frontage road along the
highway. Entrances will be 300 feet wide. They feel this land
can best be developed by leaving the zoning exactly as it is. It
is only logical that there will be some business and that the
government here would want business. The State Highway Department
wants the frontage road to be 275 feet south of the highway. They
are considering a shopping center, buffer zone and some residential.
All three clients prefer to leave this zoning as it is. The State
has plans for a major highway coming across the river at about the
site of the Bullick and Holasek land. It will be a connecting way
from Ramsey to Highway No. 152 by bypassing Anoka. All of these
parcels will be developed as a unit.

Mr. Cox stated we are having a meeting with the State and County
Highway Departments to discuss the County Thorofare Plan on Feb.
25, 1975 at 7:30 p.m. here at this hall. Mr. Cox suggested we
readvertise this hearing to be continued on March 2Oth at 7:30
p.m. and continue this hearing until that date. In the meantime
anyone interested should send us a written statement as to their
wishes so they can be considered by the Planning and Zoning Com-
mission.

Merle Anderson: Will there be more information available on the
river zoning? Mr. Cox said there had been a meeting with the MC
last night and many of these ideas were discussed.
