SPECIAL COUNCIL MEETING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

Pursuant to due call and notice thereof, the City Council held a special
meeting on January 15, 1980, at the Ramsey Municipal Center, 15153 Nowthan
Boulevard N.W., Ramsey, Minnesota 55303

Present:

Mayor Gamec
Councilman Cox
Councilman Reimann
Councilman Sorteberg

Also Present:

City Adm. Schnelle

Mayor Gamec called the meeting to order at 8:15 a.m. The purpose of this
meeting is to discuss the possibility of pursuing funding and approval to
locate a multi-sports activity center in the southeastern corner of the City
of Ramsey.

Councilman Cox reported that he and Administrator Schnelle met with County
Commissioner Ed Fields regarding the possibility of locating a multi-sports
activity arena in Ramsey. Mr. Fields informed them that the other Commissioners
would like to see the multi-purpose sports arena located some other place.
Councilman Cox feels this arena, if located in Ramsey, would enhance commercial
activity in the area, provide tax base for the City and the County and
that surrounding areas would benefit since it would be convenient for their
use. He feels Ramsey should make an investment in its future and come up with
1/2 of the $8,000 needed to hire a design architect for the arena.

Councilman Reimann stated that he agrees that this type of facility will be
a benefit to the City of Ramsey and surrounding communities in many ways.
It will provide a place for activities for the older generation also.
He noted that the Columbia arena is losing money because it is too elaborate
and serves only a few uses of ice skating and hockey. The arena proposed for
Ramsey would be energy efficient and underground and would be used year around
for concerts, conventions, and all types of activities.

Mayor Gamec suggested that a Resolution be sent to the County Board indicating
that the City of Ramsey will donate the amount of land needed for this facility,
pay $4,000 toward the design architect and indicate to them the type of
activities that would be available at the facility.

Councilman Reimann noted that if the arena were to be located by the High
School that it would mean giving up a park that nobody wants to give up.

Motion by Mayor Gamec and seconded by Councilman Reimann to forward a Resolution
to the County Board entitled "RESOLUTION TO DONATE $4,000 TO ASSIST IN
COVERING GRANT COSTS AND DONATION OF LAND FOR RECREATIONAL PURPOSES",
RESOLUTION NO. 80-3 as shown on Page 2.

SPECIAL MEETING
CITY COUNCIL/JANUARY 15, 1980/PAGE 1
