SPECIAL COUNCIL <br /> City of Ramsey <br />Anoka County <br />State of Minnesota <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held <br />a special meeting on May 7, 1980, at the Ramsey Municipal Center, <br />15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Reimama <br /> <br />Members Absent: <br /> <br />Councilman Mickelson <br />Councilman Sorteberg <br /> <br />Also Present: <br /> <br />City Attorney Goodrich <br />City Administrator Schnelle <br />City Engineer Raatikka <br />Mr. Craig Johnson, Waste Management <br />Mr. Don Otter, Waste Management <br /> <br />Residents Present: <br /> <br />Mr. Raymond W. Usher <br />Mr. Arvin Hansmann <br />Mr and Mrs. Pa~l Gallagher (Arrived 10:30 A.M.) <br /> <br />Mayor Gamec informally called the meeting to order at 9:25 A.M. He <br />stated the purpose of the meeting was to review the present landfill <br />contract and the problems with the landfill with Mr. Don Otter of <br />Waste Management. <br /> <br />Attorney Goodrich reviewed the discussion of the May 5, 1980 special <br />Council meeting and stated that the Council had agreed to a series of <br />discussion items. <br /> <br />1) Mr. Goodrich stated that well #5 showed recent high nitrate contents <br />and that 'the general consensus of the Council is that another well should <br />be drilled in the same area in order to test the accuracy of #5. <br /> <br />City Engineer Raatikka reviewed the test results with Mr. Otter. <br /> <br />A discussion on the well followed regarding the well and a new location. <br />Mr. Otter said he feels it is the county's responsibility to obtain the <br />easement for a new well. City Engineer Raatikka stated the ground water <br />flow of well #5 is generally from the northwest in this area. City <br />Engineer Raatikka stated the County is doine a ground water survey at <br />the present time. Mayor Gamec stated in the spring the level is usually <br />higher due to the rivers rising with the spring thaw. <br /> <br />A discussion followed regarding the tests done. <br /> <br />Attorney Goodrich asked if Waste Management would agree to put another <br />well in and Mr. Otter said yes and agreed it could be in about 60 days. <br /> <br />Special Council <br /> May 7, 1980 <br /> Page 1 <br /> <br /> <br />
