He said if it appeared that
this was something the Council would be interested he would prepare a presenta-
tion for a public hearing. He said the point is that a builder can build a
nice small house and let the buyer build the garage themselves later on. The
small houses could be sold at $53,000 to buyers making approximately $20 to $22
thousand per year. He said the real estate business is picking up but it is
not where he wished it were. He said there is some money that will be coming
available under a new government Program which is essentially for the moderate
income buyer.

Mayor Gamec asked where the doubles would be located throughout the city.

Mr. West said they have been interspersing them thruout the single dwelling
neighborhoods and in Sherburne County, they are allowed to split the lots.

Ms. Schneider said she saw a double house that appeared too large to be a single
dwelling, but she felt it fit in well with the other single dwellings in the
neighborhood.

Mayor Gamec said the Planning & Zoning Commission has suggested the Council
look at the energy conservation of these houses.

Mr. West said he was pretty well controlled by the FHA and VA in regards to
insulation of these houses.

Ms. Schneider said the P & Z Commission was willing to reduce the footage
on houses and garages but was not willing to.seehouses without garages when
it was doing the Comprehensive Plan.

Special Council
May 22, 1980
Page 1
