PROCEEDINGS OF THE AD HOC COMMITTEE <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ad Hoc Committee met at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota, Monday, September 20, 1982. <br /> <br />Members Present: <br /> <br />Gary Reimann, City Council Member (arrived at 8:35 P.M.) <br />Bill G. Miller, EDC Member <br />Lloyd Schnelle, City Administrator <br />Peter Raatikka, City Engineer <br />Clayton Berg, City Building Official <br />John Lichter, P & R Member <br />Merle Mevissen, City Street Supt. <br /> <br />Members Absent: <br /> <br />A1 Sorteberg, City Council Member <br />Robert Isaakson, P & Z Member <br />Jack Menkveld, EDC Member <br />Darryl Fults, EDC Member <br />Art Dunn, P & Z Member <br /> <br />Also Present: <br /> <br />Jean Schlueter <br /> <br />The Ad Hoc meeting was called to order at 7:25 P.M. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Reviewal Of Ordinances: <br /> <br />The committee reviewed ordinances from other cities regarding sanitary sewer <br />and water. <br /> <br />Mr. Schnelle noted that some cities who had originally assessed on a unit <br />base are now changing to a linear foot base. <br /> <br />Mr. Schnelle also stated that a separate ordinance entitled "Finance" should <br />be established and referenced in the subdivison code. <br /> <br />Mr. Berg stated that he liked Plymouth's overall plan and Blaine's idea of a <br />project schedule. He further stated that he was impressed with Brooklyn Park's <br />descriptions of properties to be assessed, properties not to have utilities, <br />and exclusions of assessments. <br /> <br />Committee member Gary Reimann arrived at 8:35 P.M. <br /> <br />Mr. Miller stated that he liked the way Brooklyn Park's ordinance read, that. <br />it was easy to understand. <br /> <br />Mr. Lichter and Mr. Miller stated that they feel that Finance should be a <br />part of the subdivision code. <br /> <br />Mr. Lichter stated that he liked Brooklyn Park's assessment manual. He is <br />in favor of the City retaining the right to readjust REC (Residential <br />Equivalent Connection) charges when necessary.
