CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey City Council was held on February 15, 1979, <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd., Ramsey, Minnesota 55303. <br /> <br />Mayor Gamec Called the meeting to order at 7:50 P.M. and led in the Pledge <br />of Allegiance to the Flag. <br /> <br />Present: <br /> <br />Mayor Gamec <br />Councilman Mickelson <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />City Administrator Schnelle <br />City Engineer Raatikka <br /> <br />Member Absent: Councilman Cox <br /> <br />Mr. Dick Carson of Carson Homes, Inc. was present to discuss with the Council <br />his proposed Flintwood Hills ~2. The proposed area is located between Highway <br />#47 and County Roads #5 and #57. <br /> <br />Mr. Carson presented two different sketch plans to the Council for their review. <br />One showed the area platted off in approximate acre lots and the second plan <br />showed the lots divided according to the urban plan. Each lot was approximately <br />one-ahird of an acre in the urban plan. <br /> <br />A discussion was held on the possibility of sewer and water coming into the <br />area in the near future. It is felt the public utilities are sometime into <br />the future yet but must be considered at the present time. There was some <br />concern over the payment of the utilities, however, it would be the respon- <br />sibility of the homeowner to pay the assessments. <br /> <br />Mr. Carson was aksed about the roads in Flintwood Hills #2 and he stated they <br />would be blacktopped right away the same as he had done in Flintwood Hills #1. <br /> <br />A discussion on the required trees for a buffer zone between the two additions <br />followed. It was felt the trees could be planted between the residential area <br />and the UB and UMB areas adjacent to Flintwood Hills #2. <br /> <br />Park land was mentioned and Mr. Carson stated he had given enough land when <br />he platted Flintwood Hills #1 and did not feel he would be required to have <br />to give any more. <br /> <br />It was stated that' in selling lots in Flintwood Hills #2 the buyer would have <br />the option of buying three lots and only allowed to build on one or only pur- <br />chase one lot and Carson Homes would hold title on the other two. The other <br />two would be designated unbuildable lots in any case until such time as public <br />utilities were available and it would then be rezoned and the other two lots <br />could be sold. This would be stated in the deed restrictions. <br /> <br />It was the general concensus of the Council they preferred the plan on Flint- <br />wood Hills #2 for the urban development plan and stated Mr. Carson should be <br />placed on the March 5, 1979 Planning and Zoning agenda for public hearing on <br />preliminary plat approval and then be on the March 12, 1979 Council meeting <br />for Council approval. <br /> <br /> <br />
