He explained the purpose of the Special Meeting <br />is to discuss problems created by the Landfill and an alternative method for <br />assessing a proposed street improvement. <br /> <br />Mr. Otter stated the Landfill was started in 1967 by the City of Anoka <br />and operated by that City through 1969 when they leased it to a private <br />firm; he assumed the lease from the City of Anoka in 1971. He explained <br />that they are a national solid waste company operating landfills throughout <br />the country in a technical, professional and modern solid waste handling <br />procedure. He employs a staff of engineers who do nothing but design sani- <br />tary landfills. In 1971 he spent many hours working with the City of Anoka <br />and the City of Ramsey composing the end use and dollars that would be coming <br />into developing the site as a ski hill after its completion. <br /> <br /> <br />
