The purpose of the meeting is to
discuss the 1980 Assessment and property valuations.

Assessor Wirz submitted the new tax laws passed by the Legislature this year.

A general discussion regarding the 1980 assessment was held.

Assessor Wirz reported that he is working on the assessment for 1980,
payable in 1981 and that he is updating the assessed value by 13 percent
over last year's value which pertains to the 75 percent of the City that is
not being viewed this year. He said the assessment would be pretty accurate
using the 13 percent figure and that by 1981, the City will be in good
shape, it should be all equalized. He said he feels that the City has to
stay pretty close to what the County suggests, which is 13 percent.

Councilman Sorteberg said he just wants to make sure they are using the
correct sales value because there is a lot of difference.

Assessor Wirz said the City has a right to screen those sales that are to
family members, etc.

Councilman Sorteberg added that he has seen some really weird taxes on
some of the houses, they don't add up.

Assessor Wirz reported that the school district makes the biggest difference
in the taxes.

Acting Mayor Reimann told Assessor Wirz to keep the assessed values as low
as possible and if he heard anything regarding values being used in other
areas that seem to be out of line that he is to inform~the Council.

Assessor Wirz stated that it is a State law now that 1/4 of the City has to be
viewed, so a house is checked every four years. He said the City of Ramsey
is assessing comparible with City of Andover, Oak Grove, Ham Lake.

SPECIAL MEETING
ASSESSMENT (6/25/79)
on 1980 property values
--1--
