Mayor <br />Cox explained the purpose of t~is meeting was to review the Comprehensive <br />Park Plan as presented by the Park and Recreation Commission and prepared <br />by Tim Paquette. <br /> Tim Paquette reviewe~ the Comprehensive Plan in order of Table of <br />Contents. There was discussion in the followi~g areas: <br /> Ken Peterson asked how the commission planned t° achieve cur .e~b.j.e.et.ives <br />and suggested t~e possibility of a city advisory council. <br /> Coma=ilman Gorham stated that he thought the residats would rather <br />see park development before more land acquisition. He also had a question <br />pertaining to ~? under planning principles. He felt the present ordinance <br />regarding park land dedication Was unfair,~ This principle, as stated, he <br />explained would be unfair to the developer who developed an area where park <br />land is desirable instead of the percentage in money. Mayor Cox said that <br />he would ask Mr. Nereson to check with the attorney On this matter. Also, <br />Councilman Gotham was interested in what type of park the minimum park siz~e <br />of four acres referred. Tim Paquette explained that this would include a <br />tot lot, passive area with light athletic. <br /> Mayor Cox mentioned that providing safe access to all parks' as stated <br />in p. lanning principle #11, maybe difficult te achieve. Tim Paquette gave <br />ex'pieS of the p~Ssibility of overpass access or culvert access. <br /> Councilman Gotham inquired about the legal agreement with the school <br />district regarding Ramsey Elementary Park. Mayor Cox explained that we do <br />have lease and agreement with the school district, on file at the city hall. <br /> There was discussion on the feasibility of p.l.anming primci~ple #5. Tom <br />Gamec stated that this principle should apply to comm-~nity parks only. Kathy <br />Schneider suggested Tim Paquette rewrite this principle. <br /> Tom Gamec also mentiond that under definitions of neighborhood areas, <br />recreation standard_s~2c should include the word "within". Tim Paquette was <br />'~qUjs~ed t0 make this change. ~ of .definitens was also discussed. Council- <br />man Gorham questioned the need of four 'a6res for neighborhood parks. Kathy <br />Schneider mentioned that it was more economical to maintain and to provide <br />police surveilance for one large sit, rather than two smaller sites. Council- <br />man Gorham wanted some idea of the cost to develope and maintain a four acre <br />park site. Councilman Reimann felt we were looking at too much area for <br />a neighborhood park. <br /> <br /> <br />
