Special Meeting <br /> 2/7/77 <br /> <br /> SPECIAL MEETING <br /> CITY COUNCIL <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof Mayor Cox called to order a Special <br />Meeting of the Ramsey City Council at 8:47 p.m., Monday, February 7, 1977. <br /> <br />Members Present: <br /> ~!ayor Cox <br /> Councilman Gotham <br /> Councilman Mickelson <br /> Councilman Muller <br /> Councilman Reimann <br /> <br />Also Present: <br /> Administrative Asst. Nereson <br /> <br />Approval of Agenda given after addition of Item 7, syncronization of school <br />closing hours. <br /> <br />Mayor Cox read a letter from Governor Rudy Perpich asking all local govern- <br />ments cooperation durin~ the energy emergency to conserve energy wherever <br />possible. General discussion of possible ways to cut energy consumption <br />was held. <br /> <br />Motion by Gorham, Seconded by Reimann and approved: Close warming house <br />when temperature goes below 5 degrees farenheit and instruct Adm. Asst. <br />Nereson to take any other actions appropriate to conserve energy. <br /> <br />5 Ayes <br /> <br />Adm. Asst. Nereson reviewed the status of the City's need to designate <br />floodways within the City according to information supplied by U.S. Geological <br />Survey showing the 100 year flood mark of rivers and streams within the City. <br /> <br />Motion by Gorham, Seconded by Mickelson and approved: <br /> <br />Authorize $250 expenditure to Consulting Engineers Diversified for inventory <br />of existing development within the 100 year flood mark.. <br /> <br />5 Ayes <br /> <br />The inventory will be done by comparing U.S.G.S. maps to aerials of the City <br />and the ensuing report will indicate the City's procedure to comply with the <br />National Flood Insurance Program. <br /> <br />Mayor Cox related some problems that have been brought to his attention <br />relative to student participation in extra curricular activities and time <br />scheduling for activities buses and closing of various schools within the <br />school system. <br /> <br />Adm. Asst. Nereson was instructed to get a schedule of school closilng hours <br />and relate to school officials the City's concern of these scheduling problems, <br /> <br />Mayor Cox related that he attended the last Community School Advisory Council <br />meeting in which they discussed a questionnaire to be sent to City residents <br />askinq what programs they would like to see included in the Community School <br />program. <br /> <br />Mayor Cox expressed his opinion that the Questionnaire was too adult oriented <br />and the Community School proQram he voted for was more youth oriented. <br /> <br /> <br />
