Special Meeting
3/3/77

SPECIAL MEETING
CITY COUNCIL
COUNTY OF ANOKA
STATE OF MINNESOTA

Pursuant to due call and notice thereof, Mayor Cox called to order a
Special Meetinn of the Ramsey City Council at 12:30 P.M., Thursday,
March 3, 1977.

Members Present:
Mayor Cox
Councilman Muller
Councilman Reimann

Members Absent:
Councilman Gorham
Councilman Mickelson

Also Present:
John Hubbard
Roqer Meyer
Bernie Steffen
Bill Goodrich
Jack Boarman
Administrative Asst. Nereson

City Architect, Jack Boarman, gave a brief review of the City Hall
construction project and schedule. The most recent cost estimate
is $618,100.00. Mr. Boarman indicates this estimate is believed to
be 10% hiph because estimate was made from incomplete plans of a
more realistic figure would be $557,100.00.

Ma.yor Cox emphasized that the City Hall Construction 2dvisory
Committee was established to work with Mr. Boatman and report to
the City Council. If there are problems regarding building costs,
these budget problems should be worked out at the committee level
because the expertise on buildina knowledge is available there.

Mr. Boarman indicated that the cost overruns are somewhat intentional
because deductive alternates should be used to allow full use of the
grant offer monies. Some of the cost overruns are due to additions
and changes made to the submitted plan.

Mr. Nereson read a list of recommendations that came from a Construc-
tion Advisory Committee meeting of March 2, 1977, (March 7, 1977,
letter to Jack Boarman). Hr. Boarman aareed to make the recommended
chanees.

The specification for well construction was discussed and decided to
leave as presently stated in the specifications.

Mayor Cox speakinp for the Council, expressed displeasure with
Mr. Boarman's failure to attend the Construction Advisory Committee
meeting to discuss the plans, specifications, and project overruns.
Mayor Cox suggested that Mr. Boarman devote his attention to the
Ramse.y project and keep in close contact with the Construction
Advisory Committee in the future.
