PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />SPECIAL MEETING <br />CITY COUNCIL <br />3/9/77 <br /> <br />-1- <br /> <br />Pursuant to due call and notice thereof Mayor Arnold L. Cox called a <br />special meeting of the Ramsey City Council to order at 7:30 p.m., <br />March 9, 1977, at Ramsey City Hall, 14100 St. Francis Boulevard N.W., <br />Ramsey, Minnesota 55303 <br /> <br />Members Present <br /> <br />[.tayo r Cox <br />Councilman Gorham <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Reimann <br /> <br />Members Absent <br /> <br />none <br /> <br />Others Present <br />Bernie Steffen, Municipal Consult. <br />Phil Nereson, Administrative Asst. <br /> <br />Mayor Cox led the pledge of allegiance to the Flag. <br /> <br />Mayor Cox recognized Mr. Steffen. <br /> <br />Mr. Steffen handed out a memo to the Council subject, Plan Amendment Implementation <br />Decisions and Scheduling. <br /> <br />Mr. Steffen reviewed with the City Council the negotiation meetings and process <br />that has been used in relating the plan to the Metropolitan Council staff. <br />The memo detailed an action schedule for the City to follow for implementation <br />of the plan: <br /> <br />1) draft a soils ordinance <br />2) develop on-site septic system construction standards <br />3) develop requirements for temporary on-site septic systems <br /> in the urban area <br />4) develop traffic capacity data with the department of <br /> transportation <br />5) request grant funds for on-site sewer maintenance program. <br />6) extend moritorium <br />7) hold hearing on plan amendment <br /> <br />Motion by Councilman Mickelson Seconded by Muller and approved: <br /> <br />Authorize City staff to proceed with above referenced schedule for imple- <br />mentation of Urban Planning District Study Report. <br /> <br />5 Ayes <br /> <br />Councilman Mickelson gave the Council a re~ort on the City Hall Construction <br />Advisory Committee meeting of March 9, 1977. The Committee has completed <br />revision of the base bid specifications and list of deductive alternates. <br />The Committee also discussed whether the bids should be accepted under one <br />contract or three separate contracts. After further consideration it was <br />general concensus of the Council and City staff to let the contract to <br />one contractor. <br /> <br />Mayor Cox opened remarks to the Council on approving a resolution to be <br />forwarded to the Anoka County Board supporting their action on calling for <br />investigation of the ramification of regionalism in government. After <br />discussion, the following thouqhts are to be incorporated into a resolution <br />for consideration at the March 14, 1977, Council meeting: <br /> <br /> <br />
