Council <br />Special Meeting <br />May 5, 1977 <br /> <br /> SPECIAL MEETING <br />CITY COUNCIL <br />CITY OF RAMSEY <br /> <br />Pursuant to due call and notice thereof a special meeting <br />of the Ramsey City Council was held at Ramsey Elementary <br />School, 15000 Nowthen Boulevard N.W., Ramsey, MN at 7:30 p.m. <br /> <br />Members present: <br /> <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Reimann <br /> <br />Members absent: <br /> <br />Mayor Cox <br />Councilman Gorham <br /> <br />Also present: <br /> <br />Assistant Administrator Nereson <br />Attorney Goodrich <br /> <br />Administrative Assistant Phil Nereson opened the meeting by <br />leading the Pledge of Allegiance. <br /> <br />Mr. Nereson explained that according to the City Council's <br />procedures ordinance in the absence of the Mayor, Arnold Cox <br />and Acting Mayor Gary Gorham, the City Clerk was to preside <br />over the meeting until a presiding officer could be elected <br />from the membership present. <br /> <br />Councilman Reimann made a motion elect Councilman Mickelson <br />presiding officer. Councilman Muller seconded the motion <br />whereupon the following vote was recorded. <br /> Reimann Aye <br /> Muller Aye <br /> Mickelson Abstained <br /> <br />Presiding Officer Mickelson explained that the purpose of the <br />meeting was to consider the findings of fact relative to the <br />Van Odegaard private kennel application. <br /> <br />Mr. Mickelson read aloud Resolution No. 35. The Resolution <br />generally contains the findings of fact relative to the Van <br />Odegaard application for a Conditional Use Permit to operate <br />a private kennel. <br /> <br />Councilman Mickelson moved for adoption of Resolution No. 35 <br />and motion was seconded by Councilman Muller with a unanimous <br />vote of those members present. <br /> <br />The Odegaards were in attendance at this meeting and Attorney <br />Goodrich directed a question to them asking if so~e of their <br />dogs had been placed on the adjoining Reynold's prop.erty. <br /> <br />Mrs.Odegaard responded that "yes" there were dogs on the property <br />but she was under the impression that this was a fair exchange for <br />allowing Mr. Reynolds to harvest alfalfa on their property. <br /> <br /> <br />
