SPECIAL MEETING <br /> City of Ramsey Council <br />Anoka County, Minnesota <br /> <br /> -1- <br />Special Council <br />Meeting 8/15/77 <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held a <br />Special Meeting on August 15, 1977, at Ramsey City Hall, 14100 St. Francis <br />Boulevard N.W., Ramsey, MN 55303 <br /> <br />Pres en t: <br /> <br />Mayor Cox <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Reimann <br />Councilman Gamec <br /> <br />A1 so Present: <br /> <br />Phil Nereson, Adm. Goodrich <br />Engineer Dick Sha <br />Engineer Pete Raatikka <br />Building Official Berg <br />Gilbert Menkvel d <br />Jim Neilson, Attorney <br /> <br />Mayor Cox called the meeting to order at 7:15 p.m. and led the Pledge of <br />Allegiance. <br /> <br />Mayor Cox opened the meeting by saying the purpose of the~eeting was to <br />discuss the land acquisition in parts of Section 27 for the proposed <br />Industry Road development. <br /> <br />Mayor Cox indicated that the City's planning and County's planning efforts <br />indicated that a thoroughfare should be constructed through the lower tier <br />of the community and eventually tie into the proposed Rum River Bridge <br />crossing at Highway 47 and Industry Boulevard. He also explained that <br />the plans for the road are somewhat in conflict with Gilbert Menkveld's <br />proposal for a mobile home park and sewage treatment facility in Sections <br />28 and 27. Mayor Cox asked Adm. Asst. Phil Neresonto explain the status <br />of the mobile home park proposals made by Gilbert Menkveld to the Planning <br />& Zoning Commission. <br /> <br />Mr. Nereson indicated that preliminary plans had been reviewed, however, no final <br />decision has been made by the Planning Commission and they have taken the <br />matter under advisement. Part of their considerations will include field trips <br />to look at several types of mobile home parks in other areas to determine their <br />adequacy. Mayor Cox again indicated that the City's need for the project "Industry <br />Road" is of vital importance and that many discussions have been held between <br />the City and Gilbert Menkveld for acquisition of the right of way. To this <br />point no agreement had been reached and Mayor Cox indicated that condemnation <br />is an alternative solution for the City, however, he indicated that this is <br />a very serious issue and condemnation should be considered only as a last result. <br /> <br />Mayor Cox then asked Gilbert Menkveld and his counsel, Jim Neilson if they had <br />any comments to make. <br /> <br />Mr. Neilson indicated that the acquisition of the road is a vital issue to <br />Gilbert Menkveld because of the 1972 Special Use permit between the City and <br />Gilbert Menkveld which allowed a mobile home park in Section 28 and that the <br />central collection treatment facility would be in Section 27 on what is now <br />the proposed Industry Road right of way. <br /> <br /> <br />
