PUBLIC HEARING <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a public <br />hearing on August 21, 1978, at Ramsey Municipal Center, 15153 Nowthen Blvd., <br />N.W., Ramse¥, Minnesota 55303. <br /> <br />Mayor Cox called the public hearing to order at 7:30 P.M. <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Robert Muller <br />Councilman Gary Reimann <br />Councilman Tom Gamec <br /> <br />Also Present: <br /> <br />Administrator Schnelle <br />City Engineer Raatikka <br /> <br />Absent: <br /> <br />Councilman David Mickelson <br />Attorney Goodrich <br /> <br />Mayor Cox led the Pledge of Allegiance to the Flag. <br /> <br />Mayor Cox announced the purpose of the public hearing is to consider the rezoning <br />request of Dr. T. W. Anderson. <br /> <br />Dr. T. W. Anderson was present to explain his request for rezoning a 5 acre par- <br />cel on the northeast corner of 167th Avenue from R-1 to B-1. He would like to <br />see it become a service area and act as a buffer zone between the residential <br />zone and the business zone. <br /> <br />City Engineer (Mr. Peter Raatikka of Consulting Engineers Diversified) presented <br />a written report dated August 17, 1978 as required by paragraph 170.035A of the <br />City Code on the proposed rezoning for a dental clinic. The soil test performed <br />on the area showed part of the soil was clay but felt it was basically of a good <br />sandy condition and should pose no problems. <br /> <br />Also, the City Engineer said Dr. Anderson should provide screening between the <br />residential and business area. Dr Anderson stated they had been working on a <br />plan for that. <br /> <br />An additional 42 feet right-of-way would be required. Dr. Anderson said that <br />was fine. He had already been in touch with the state about the possibility <br />of traffic problems for the area. They stated they had no objections to his <br />plan; that it should help eleviate some of the traffic now in the area. <br /> <br />Citizen Input <br /> <br />Jerry Green stated he had been engaged by a client in developing the same area <br />and was discouraged by the City. He found property south of 153rd to develop <br />when the overall plan was adopted. <br /> <br />Art Braun said he was told the possibility of rezoning was impossible and was <br />discouraged. He feels there should be a fair and consistent policy in making <br />their decisions. <br /> <br /> <br />
