CITY COUNCIL WORK SESSION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a City Council Work Session on Monday, March 15, 2004, at the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. Members Present: Mayor Thomas Gamec Councilmember Todd Cook Councilmember David Elvig Councilmember Patti Kurak Councilmember A1 Pearson Councilmember Sarah Strommen Councilmember Gerald Zimmerman Also Present: City Administrator James E. Norman Assistant City Administrator Heidi Nelson Director of Public Works Dean Kapler Assistant Director of Public Works Brian Olson City Attorney William Goodrich CALL TO ORDER Mayor Gamec called the City Council Work Session to order at 6:42 p.m. CITIZEN INPUT There was none. TOPICS FOR DISCUSSION 1) Ramsey Town Center Commercial John Feges, Ramsey Town Center, LLC, provided a brief review of the project and introduced the Architect fi'om RSP working on the commercial portion of the development. Bill Wittrock, RSP Architects, presented the Council with copies of the documents that have been used through the planning process to get them to the stage they are presently at. He explained that the most significant change made to the project had to do with the location of the retail section. When the area was first looked at the retail was spread out over a ½ mile area, which after further review did not seem reasonable for pedestrian traffic in the convenience section. Because of that they changed their focus to an area where two roads intersect to keep the area fimctional for automobiles as well as pedestrian traffic. Another change that was made was to place some of the larger anchor buildings at the start of the development adjacent to City Council Work Session/March 15, 2004 Page 1 of 10
