BOARD OF REVIEW <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A meeting of the Board of Review for the City of Ramsey was held Tuesday, <br />June 1, 1982 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota, 55303. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember A1 Sorteberg (arrived at 7:30 p.m.) <br />Councilmember Gary Reimann <br />Councilmember Sue Van Wagner <br />Councilmember Arnie Cox <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Assessor Lester Wirz <br />Gordon Starkey, County Assessor's Office <br /> <br />Mayor Gamec called the Board of Review meeting to order at 7:03 P.M. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />Mayor Gamec then proceeded with the following cases: <br /> <br />Case #1: Mrs. Astrid Guy - 14760 Bowers Drive <br /> <br />Mrs. Guy stated that the EMV on her property was increased $8,700 over last <br />year and she doesn't think it is fair since she has made no improvements to <br />her property in the last year. Mr. Wirz commented that her increase was due <br />mainly to fact that her lot is on the Mississippi River. Mrs. Guy stated that <br />her lot is not a prime river lot due to erosion and that $8700 is more than an <br />8% increase. Mr. Wirz stated that the 8% increase is on structures only, not <br />the property itself. Councilmember Cox does not feel Mrs. Guy was assessed <br />fairly considering the age of the home on the lot and the desireability of the <br />lot. Mr. Wirz stated that his records show the "effective age" of the house <br />as 1961. Mrs. Guy stated that she bought the house in 1957 and it was at least <br />20 years old when she bought it. Mayor Gamec suggested Council review all <br />river lot situations, such as this one, before taking any action. Refer to <br />Page 5, paragraph I for Council Action in this case. <br /> <br />Case #2: George Adams - 4850 177th Avenue N.W. <br /> <br />Mr. Adams stated that his problem is similar to that of Mrs. Guy, except that <br />he is located on the Rum River, and his EMV increased 510,100 over last year. <br />He feels his valuation is unjust because his river lot is useless because of <br />it's steep incline to the ~iver. <br /> <br />Councilmember Sorteberg arrived at 7:30 p.m. <br /> <br />Councilmember Reimann stated that the State and County dictate that river property <br />is worth more and the City has to abide. <br /> <br />Council tables any action in this case until they have time to review all river <br />lot situations.
