CITY COUNC I <br /> BUDGET COMMITTEE <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council Budget Committee conducted a meeting on Tuesday, <br />September 6, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Stephen F. DeLuca <br /> Councilmember David Bawden <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Police Chief Michael Auspos <br /> <br />CALL TO OgDER <br /> <br />The Budget Committee meeting was called to order at 5:00 p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Mr. Hartley reviewed the city staff organizational structure and the <br />support staff required for commissions. Mr. Hartley stated that setting a <br />budget will require acknowledging the level of funds that will be spent in <br />support of commissions. Discussion ensued regarding the cost of <br />secretarial support for all of the commissions. <br /> <br />Mr. Hartley noted that the City will be billing projects for City Attorney <br />and Engineer fees; staff time will be billed through an administrative <br />cost. <br /> <br />Councilmember DeLuca suggested that there be a compromise between billing <br />and using staff time as a way of subsidizing economoc development activity. <br /> <br />Councilmember Bawden referred to the discussion of the Budget Committee on <br />August 29 and stated that he does not agree with arbitrarily setting fees <br />for licenses; that fees should only be set if costs are incurred monitoring <br />certain types of licenses. <br /> <br />Councilmember DeLuca stated that the City should not react to situations, <br />it should be planning for the future. <br /> <br />ADJOUgNMENT <br /> <br />The meeting adjourned at 5:34 p.m. <br /> <br />Respectfully submitted, <br /> <br />Sylvia Frolik <br />Secretary <br /> <br />David Hartley <br />City Administrator <br /> <br />Budget Committee/September 6, 1988 <br /> <br />Page 1 of 1 <br /> <br /> <br />
