BUDGET COMMITTEE <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Budget Committee met on Monday, September 21, 1987 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Steve DeLuca <br /> Councilmember Arnie Cox <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Noel Graczyk <br /> <br />CALL TO ORDER <br /> <br />The Budget Committee meeting was called to order at 6:30 p.m. <br /> <br />DISCUSSION <br /> <br />The general purpose of this meeting was to discuss budget requests from <br />various city departments and programs. <br /> <br />Tom Holton, Community Education Area Manager, was present to discuss the <br />proposed 1988 Community School budget for Ramsey. Mr. Holton explained the <br />community education funding through the Joint Powers Agreement as the city <br />paying 70% of the community school coordinator salary and the school <br />district paying the other 30% and fringe costs. That formula currently <br />averages out to the school district paying 36% of the cost with the city <br />picking up 33% and fees covering 31%. Mr. Holton stated that the greatest <br />change in the community school budget for next year is a 20 hour increase <br />of time to allow greater programming for Sandburg students, 75% of which <br />are from Ramsey; and the addition of a Key Communicator Program. Mr. <br />Holton noted that the budget figure is inflated to cover hiring a <br />replacement for the Ramsey Community Ed Director if she decides to take <br />time off next summer; in such an event, the budget figure would decrease <br />in accordance with the director's salary for the amount of time off. <br /> <br />Mr. Graczyk summarized that there is a $7,000-$8,000 difference between the <br />proposal and what Ramsey budgeted for Community Education. <br /> <br />Mr. Holton noted that another cost would be $1,000 for materials which the <br />Ramsey Lions are considering picking up. <br /> <br />Ms. Claudia Dodge, Community Education Director in Ramsey, stated that she <br />has been acting as a liaison between Community Education and Ramsey's Park <br />Commission. Her efforts in that capacity have focused on getting a 5 year <br />comprehensive park plan put together and the Key Communicator Program would <br />be a very useful tool in gathering reliable information and developing <br />neighborhood parks. <br /> <br />Mr. Hartley referred to the Public Works section of the budget which <br /> Budget Committee/September 21, 1987 <br /> <br />Page 1 of 4 <br /> <br /> <br />
