Since the updated FEMA floodplain maps have been adopted and in effect <br />(December 16, 2015), the City has worked with at least eight (8) property owners to provide <br />information related to floodplains. These owners received notice from their lender about the need <br />for flood insurance based on the new maps. In some instances, the floodplain boundary shifted <br />slightly while in others, there was no change to the boundary at all. The most challenging aspect <br />involves floodplains that are "Undetermined A Zones". These are floodplains without Detailed <br />Studies that provide Base Flood Elevation data. A primary example would be along Ditch 66, <br />which is adjacent to many of the property owners that have contacted the City. Without a Detailed <br />Study, we have to look at what the Best Available Information is. The City's Surface Water <br />Management Plan included modelling that identified 100 -year peak elevations, which we are <br />happy to share with property owners. However, this model is not accepted by FEMA. The MN <br />DNR has done modeling of Ditch 66 in a format supported by FEMA, but there are some <br />significant differences between the City's modeled elevations and the MN DNR's. Staff continues <br />to explore options to develop Best Available Information in a format supported/accepted by FEMA <br />that can be made available to residents upon request. <br />
