P&Z -1- <br />3/12/79 <br /> <br /> Planning & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A special meeting of the Ramsey City Planning and Zoning Commission was <br />held on March 12, 1979 at !Ramsey City Municipal Center, 15153 Nowthen Blvd <br />N.W. Meeting was called to order by Chairman Ken Peterson at 7:50 p.m. with <br />the following in attendance: <br /> <br />Ken Peterson Also present: Gary Reimann <br />Art Dunn Dennis Donovan P & R Dexter Marston <br />Gerald Zimmerman Tom Gamec Lloyd Schnelle, City Adm <br />A1 Sorteberg Arnie Cox <br /> <br />Chairman Ken Peterson explained this meeting was informational to discuss <br />the changes in the policies that were noted from previous meetings, before <br />a public hearing is to be'held regarding the 'Critical Areas Plan. <br /> <br />Concern was expressed on having a very accurate Flood Plain map, for the <br />Flood Plain Ordinance, that the soil conditions be shown properly. <br /> <br />Dennis Donovan spoke for the Park & Recreation Commission on proposed park <br />land between the County and State Park and the Mississippi, and members <br />would like to see another park, even if it would be preserved in natural state. <br /> <br />It was a general consensus that instead of continuous trails along the river <br />for pedestrian and bicycle use, trails go along roadways. Money would be in <br />lieu of park land to make' wider streets to be used for bikeways. <br /> <br />Ramsey's thoroughfare plan shall be part of the comprehensive plan, with service <br />road accesses being provided. <br /> <br />Urban Residential Subdivisions and Urban Development shall comply with local <br />zoning ordinance when services are available. <br /> <br />The City Engineer is working on a drainage plan for southern one-third of the City. <br />Drainage of any wetland over 2.5 acres will be in conformance with DNR regulations. <br /> <br />Removal of trees be at minimum in construction and replanting encouraged. <br /> <br />Dexter stated that a Official City map should be developed showing sites not <br />suitable for building, so no confusion as to what is park land. <br /> <br />Gary Reimann felt that lakes are more in demand for recreation vehicles, and <br />developing parks.would be a' burden to th~ City~for maintaining and policing. <br /> <br />Meeting closed at 10:45 P.M. <br /> <br />Respectfully submi tted, <br />Arlene Staffor/~ <br /> <br /> <br />
