P & Z -1- <br />3/5/79 <br /> <br /> Planning & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />Pursuant to due call and no~ice thereof, the Ramsey City Planning & Zoning <br />Commission held a Public Hearing on March 5, 1979 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W. Ramsey, Minnesota 55303. <br /> <br />Chairman Ken Peterson called the Public Hearing to order at 7:46 p.m. with <br />the following in attendance: <br /> <br />Ken Peterson <br />Kathy Schneider <br />Art Dunn <br /> <br />A1 Sorteberg <br /> <br />A1 so present: <br />Lloyd Schnelle, City Adm. <br />Peter Raatikka, City Eng. <br /> <br />Chairman Ken Peterson explained that this was a Public Hearing to consider <br />the request of Geo.rge'Diem~rt III'for'a Conditional Use Permit to construct <br />a solar type Greenhous~'i'n'~ R-1 area at ~22-1--- ~51~t~"~n~ N.W. <br /> <br />Mr. Diemert III explained that this was more of a hobby, and that there <br />would not be any retail sales. <br /> <br />Mr. Tom Minor, 8240 151st N.W. asked how about traffic, noise, types of <br />plants, parking, screening, structure height, and if there would be employees, <br />or expansion plans? <br /> <br />Mr. Diemert III stated that there would not be any traffic other than himself, <br />and that there would be parking in his driveway or on the dirt drive to the <br />greenhouse. Occasionally he does give tours along with his lecturing (twice <br />a year or so), but that there would be ample parking. The structure is <br />not bad to look at, but Mr. Diemert stated that he would plant poplars, <br />and the height would probably be from 12-13 feet. Mr. Diemert explained that <br />he would be hiring about two youth to help, but that he would have to pick <br />them up as they usually don't drive themselves. Mr. Minor expressed con- <br />cern for his three childreD, and Mr. Diemert stated that he has children <br />also and was concerned for them too. Mr. Diemert stated that the only additional <br />noise would be from a small fan, and that as far as expansion is concerned, it <br />wouldn't pay, and if needed, would relocate. Ken Peterson explained that in <br />such a case, Mr. Diemert would have to come before the commission again. <br /> <br />Mr. Tom Sheldon, 5840 159th N.W. asked if the structure would be permanent, and <br />if the plastic would be flapping around. Mr. Diemert stated that it would not <br />be on a cement slab, and that other structures he built over three years ago, <br />have not had the plastic come loose. <br /> <br />Art Dunn questioned if a compost would be used, arid Mr. Diemert stated that <br />a 3 x 6 enclosed with metal, and no garbage would be used. <br /> <br />A1 Sorteberg asked how close the house to the north would be.
