PLANNING & ZONING <br />COMMISSION MEETING <br />September 6, 1977 <br /> <br /> -1- <br /> P&Z <br />9/6/77 <br /> <br />A regular meeting of the Ramsey Planning & Zoning Commission was held on September <br />6, 1977 at 7:30 p.m. at Ramsey Elementary School, 15000 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Present members: <br /> <br />A1 Sorteberg <br />Brad Bodle <br />Ronald West <br />Gerald Zimmerman <br />Arthur Dunn <br />Ken Peterson <br />Kathy Schneider <br /> <br />City Administrator Phil Nereson <br />City Engineer Pete Raatikka <br /> <br />Meeting was called to order at 7:35 p.m., by Chairman A1 Sorteberg. <br />Mr. Nereson administrered the Oath of Office to new member, Kathy Schneider <br />who was recently appointed by the City Council. <br /> <br />Motion by Brad Bodle, seconded by Ron West to approve the minutes of August <br />1, 1977, as mailed out. 6 Ayes - Schneider abstained. <br /> <br />Motion by Ken Peterson, seconded by Art Dunn to approve the minutes of the <br />special meeting on August 18, 1977 as typed. 6~ Ayes - Schneider abstained. <br /> <br />Item 1. Public Hearin~ - High Point. <br /> <br />Mr. Nereson explained purpose for hearing. Mr. & Mrs. Lawrence Ahlbaum, 6821 <br />156th Avenue N.W., asked if there had been any changes since the last hearing <br />and how the new proposed ordinance would affect lot size in the City. Mr. Sorteberg <br />explained that there hadn't been any changes and explained how lot sizes would <br />differ under the proposed ordinance. Hearing closed. <br /> <br />Ron West made a motion to recommend to the City Council to issue a conditional <br />use permit for the area of Section 23 of the High Point Plat for the purpose <br />of subdividing as required by the present moratorium ordinance. Seconded by <br />Ken Peterson. 6 Ayes - Gerald Zimmerman abstained because he did work for the <br />firm that designed the plat. <br /> <br />Item 2. Public Hearin~ - St. Jean Do~ Kennel. Mr. Nereson stated that the notice <br />had been published and neighbors notified. Mr. Sorteberg explained the purpose <br />of the hearing was to hear comments from the owners and neighbors. Mrs. St. Jean <br />explained the main purpose for the license is to breed show dogs and that the dogs <br />are debarked. Nicole Kadar, 17730 Eaton Street NW, stated that she had seen the. <br />facilities and considered them adequate. Mr. & Mrs. James Gallagher, 17711 Eaton Street <br />NW, asked Mrs. St. Jean to explain exact location of the facilities and how many <br />litters of puppies she intended to sell. Mrs. St. Jean explained the location and <br />stated that there are usually 4 - 5 puppies per litter with her keeping I or 2 puppies <br />and selling the remaining after 8 weeks. At 3 months there is another check with a <br />final cut at 10 months. Mrs. St. Jean stated that there would be no more than two <br />litters the rest of this year. Mr. Gallagher asked if this license could be changed <br />to a commercial without the neighbors being notified. Mr. Sorteberg explained that due <br />to the difference between these licenses this would not happen. <br /> <br /> <br />
