Regular Meeting P & Z
A~9u~t 1.,. 1977
Page I

PLANNING & ZONING
COMMISSION MEETING
August 1, 1977

A regular meeting of the Ramsey Planning & Zoning Commission
was held on August 1, 1977, at 7:30 p.m. at Ramsey Elementary
School, 15000 Nowthen Boulevard N.W., Ramsey, Minnesota 55303

Present members:

Al Sorteberg
Bradley Bodle
Ronald West
Gerald Zimmerman
Arthur Dunn

City Administrator Phil Nereson

Mr. Nereson administered the Oath of Office to new member, Art Dunn
who was recently appointed by the City Council.

Minutes of the last months regular meeting was not taken up.

Item 1. Gilbert Menkveld, sketch plan for mobile home park.
Present were Gilbert Menkveld and Jim Nielson, Attorney for Mr.
Menkveld. Mr. Nielson ~resented sketch for 73 one acre lots;
located in the N1/2 of the NE 1/4, Sec. 28-T32-R25. This site
is immediately West of Tom Thumb Superette and just South of
his proposed subdivision of 43 one acre residential lots.
Mr. Menkveld previously had plans for 292 mobile homes on this
73 acre site or 4 per acre. His new plan would have one per
acre with each individual sewage disposal system and well on each
lot. He did not know if he would sell these lots or lease them
out. Present zoning for this parcel is residential, however
Mr. Menkveld would like to have it re-zoned Industrial; the way it
was in 1972.

Mr. Nereson read a letter from the Minnesota Department of Health,
717 S.E. Delaware Street, Minneapolis, MN 55440 denoting that Mr.
Menkveld had plans approved on July 1970, reapproved July 19, 1972,
and on June 4, 1975. The State Health Department had no objection
to these plans. Copy of this letter is on file at City Hall for
inspection.

The Commission felt that it needed more time to review different
existing mobile home park, and then decide if they would like the one
acre plan or adhere to ~he Mobile Home Ordinance No. 7-36-A.

Commission will take field trip's to different Mobile Home Park
and then have special meeting in about two weeks, to again take up
this request.

Item 2. Robert C. Gustafson, 15600 St. Francis Boulevard.
Request to park 2 mobile homes on a 40 acre tract of land described
as the NE 1/4 of the NEll/4, Sec. 23-T32-R25. Wants to have
his grand-parents live ~here. Concern was expressed by members
that approval of this v~riance would lead to a policy of allowing
mobile homes on parcels ~of land other than a mobile home park.
