June 30, 1977 <br /> P & Z Commission <br /> Page 1 <br /> <br />CITY OF RAMSEY <br />PLANNING COMMISSION <br /> Public Hearing <br /> 6/30/77 <br /> <br />URBAN PLANNING DISTRICT STUDY REPORT <br /> <br />Present: <br /> <br />Tom Gamec <br />Ken Peterson <br />A1 Sorteberg <br />Ron West <br />Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Bill Goodrich <br />Bob Isakson <br />Phil Nereson <br />Dick Sha <br />Bernie Steffen <br /> <br />Chairman Tom Gamec called the meeting to order at 7:36 p.m. He explained the <br />purpose of the meeting and introduced the people on the panel. <br /> <br />Mr. Gamec asked Attorney Goodrich what was done to publicize this meeting and <br />Attorney Goodrich said that he felt that public notice of this meeting was <br />well publicized through various means and legal notices. <br /> <br />Mr. Gamec asked the people present to please sign the sign-up sheet by the <br />door as a record of who was present. Attorney Goodrich made comment that <br />the people may submit written comments to the Commission if they wish to do <br />so prior to 12 Noon Friday, July 8, 1977. <br /> <br />Mr. Gamec explained that the Plan Amendment came about because of several <br />requests by the people of Ramsey regarding their property, and that this <br />Public Hearing tonight will be mainly for citizen's input. Tonight there will <br />be no decision made by the Commission. He explained that everything will be <br />put together and presented at a meeting on July 11, 1977, of the Planning <br />Commission at which time this plan will be adopted, rejected, reviewed, or whatever. <br /> <br />Bernie Steffen, Administrative Consultant to the City on this project, said <br />that the main question regarding this project was ".What does Ramsey need?" <br />He referred to several handouts summarizing the project which included what <br />was planned, the reasons why, and a list of goals. <br /> <br />Mr. Steffen explained that this Plan Amendment was started in October of 1975 <br />and was published in March of 1976. It was held up for quite some time by the <br />Metropolitan Council who then sent it back with questions and a request for the <br />City of Ramsey to do some amending, which was done. Mr. Nereson commented that <br />the Metropolitan Council is in general agreement with the Plan 'Amendment at <br />this time. <br /> <br />Attorney Goodrich discussed his handout on the proposed zoning ordinance significant <br />amendments. He explained that the ordinance being proposed tonight would completely <br />repeal the old ordinance if adopted. He said that the most significant item of the <br />ordinance is the dividing of the City into three development areas and creating <br />six zoning districts. <br /> <br />Attorney Goodrich also explained the Soils Ordinance. The City of Ramsey has <br />never had one and its primary goal is to stave off the premature bringing of <br />municipal sewer to an area. He explained, too, that classifying the soil will <br />enable a person to know if his soil is able to hold a septic tank or not. <br /> <br /> <br />
