Pr~sent w~,re ~ barstow, Mr~ Springer, Mr. Sorteberg, <br />Mr. Pitt~an and M?~;,, G~'y~ <br /> <br />Mr. Reimann gave a resvme of the minutes of the last stated meeting. <br />There being no corr'ect~on.~ or additions the minutes were unanimously <br />accepted as read~ <br /> <br />Mr. Barkuioo~ who ~i~s ir~ bhe well-drilling business, talked to the <br />Commission and those p~esent about pollution control and well con- <br />trol throughout the Stste~ He has attended several meetings in <br />St. Paul on these concern~ and said there is another meeting on <br />March 12th. There will be six meetings in all and out of these <br />meetings wi[il come the State code for well drillers. This program <br />is sponsorea by the State Health Department. Ail wells, as of Jan- <br />uary 1st <~f this year, ~mi~e supposed to be tested by the Health <br />Department° Any well o~e.~~ lO0 feet will have to have a log kept on <br />it of all soil as they [~o down. The average well around here is <br />100 feet to good water° ':~e have in this locality some of the pur- <br />est water ir~ the state. There are three levels~ Sandstone~ Jordan <br />and Shakopec levels. ~e ~ave three layers of surface water. The <br />Health. De~artment will ta!~e the water for the tests themselves. A <br />water te,~t costs $15.00 per test. From now on all well drillers <br />will have to be ca. rtif.i.~d,~ licensed and bonded. No wells can be <br />buried from now on~ The:~ will be no more vented.wells. A solid <br />cement stab cannot be p,_~t around the well unless there is an ex- <br />pansion, joint. No well~ can be put in a well pit from now on. <br />The final meeting will ~e the last of this month and anyone who <br />wants to attend, ~.s welcome. There should be an inspector to mea- <br />sure the depth of al! w.~i't.s, <br /> <br />Mr. Carl (',ustafson spok:~ on gun ordinances. It is illegal to shoot <br />across anM road. Blain~,~. Coon Rapids, and Champlin have already <br />had these problems~ We m~st decide what areas are safe for shoot- <br />ing. Park sreas must n~3t have any shooting. The best regulation <br />is no shoe, ting within c~r'~ain distances from buildings. The aver- <br />age shprtsma~ now as.ks ~o'.~' permission before hunting on any pro- <br />perty not his own.~ Our a~.>rmmunity is changing so fast at this point <br />that what is good now m~y not be good by next fall. Mr. Gustafson <br />is very much oppos~.~d -bo g~m registration of any kind. He quoted <br />the fourth amendment (T~e right of the people to own and bear arms <br />shall not be infringed ~p~>n." There is great danger to our national <br />safety in gun registratl.o~'~ The Chairman thanked Mr. Gustafson for <br />coming to t~:,[.k to t~,~s~ <br /> <br />Mr. Terry Luke of liunha~ ~!aks requested a variance on Lot 13 in <br />Block 1. The house he ~,~ar~ted to build was too big for his lot and <br />yet stay within the bui~!.<!.i.ng restrictions. Mr. Russell moved we <br />recommend that Mro Luke b~ given a variance on this lot.
