The Planning Commission discussed their concerns with
Mr. Hickman and recommended that Mr. Hickman be required to fulfill the
certified lot survey requirement including identification of parking
areas and a schedule for surfacing these parking areas in accordance
with the City Code. The City Council received the Planning
Commission's request and recommended that Mr. Bickman work with City
Staff to resolve some of these concerns rather than returning to the
Planning Commission. The Planning Commission commented that the
Council should specify its reasons for waiving the requirement for the
certified lot survey· The Commission stated that they recommended a
certificate of survey be provided as the City requires certificate of
surveys for all building permit applications and the survey would be
used to determine how much parking is needed.

For your information, attached are the following items (pages 18-28)
1) Memo from Bill Goodrich dated June 3, 1986 regarding Plants and

Thing s.
2) Planning and Zoning Commission minutes dated duly 8, 1986.
3) City Council minutes dated July 22, 1986
4) Planning and Zoning Commission minutes dated August 5, 1986.
5) Letter dated August 30, 1986 from Mr. Larry Hickman regarding
his plan for parking at his business at 13745 Sunfish Lake Blvd.

COMMISSION/COUNCIL INPUT

A~JOU~
