PROCEEDINGS OF THE
ECONOMIC DEVELOPMENT COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

Chairman Donald Greenberg called the special meeting of the Ramsey Economic
Development Commission to order at 8:05 a.m. on Tuesday, March 22, 1983
at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota.

Members Present:

Mr. Don Greenberg, Chairman
Mr. Bill G. Miller
Mrs. Astrid Guy
Mr. Jack Menkveld
Mr. Arnie Cox
Mr. Bob Muller
Mr. Joe Sentyrz
Mr. Darryl Fults (arrived at 8:15 a.m.)

Also Present:

Mr. Tom Gamec, Mayor
Mr. Lloyd Schnelle, City Administrator
Mr. William Goodrich~ City Attorney

Absent:

Mr. Jack Schneider
Mr. Steve Schmidt

Hazardous Waste

Mrs. Guy stated that she was pleased with Council's adoption and submitting
of Resolution #83-11a regarding Ramsey's objection to a hazardous waste
facility being located within the City, but that EDC should have been
notified of this action.

Mr. Greenberg read the subject resolution aloud to the audience and Commission
members present.

Mr. Cox commented that remarks were made at the Hazardous Waste Public Hearing
held March 21, 1983 at the Ramsey Municipal Center, that the adoption of this
resolution was a political move, but by the adoption of that resolution you
can see that there are a lot of people in Ramsey that are opposed to a
hazardous waste facility within the City. Mr. Cox further stated that a
generator type facility could encourage a tax base, but a storage type facility
would be of a minimum tax base. Mr. Cox also stated that Ramsey has used very
good planning and economic growth and public welfare are coming together.
He further commented that if Council has been waiting for EDC to take a stand
on the issue, then they might as well get off the City Council.

Mr. Sentyrz then read aloud Mr. Jack Schneider's letter of March 17, 1983
stating his opposition to a hazardous waste facility being located in Ramsey.
The subject letter is included as an enclosure to these minutes.

Mr. Schnelle informed EDC that Council adopted a resolution at their special
meeting on Monday, March 21, 1983 requesting the County to remove Site "P,,
from their inventory of proposed landfill sites.

EDC/March 22, 1983
Page i of 3
